The reforms announced include several groundbreaking measures, such as:
- A pioneering variable liability limits approach for orbital operations.
- The waiving of operator liability for specific innovative missions, including ISAM and lunar operations, until 2030.
- Endorsement of novel approaches to providing third-party liability insurance.
- Replacement of decommissioning funds for satellite constellations with a more proportionate monitoring regime.

Actuary Nick Clitheroe has been instrumental in working alongside the UKSA on the regulatory reforms linked to the Space Strategy.
