Thank you, Chair. I am addressing this assembly on behalf of Canada, Iceland, Norway, and the United Kingdom.
The recent elections held in the Duma occurred amidst a climate of intense political repression. As previously articulated in this Council, Russia has effectively dismantled domestic opposition, marginalised independent civil society, and stifled free media. Consequently, these elections failed to meet the standards set forth by the Organisation for Security and Co-operation in Europe (OSCE) for conducting free and fair elections.
Notably, Russia did not extend an invitation to the Office for Democratic Institutions and Human Rights (ODIHR) to observe the electoral process. We concur with the ODIHR’s assessment that this action “further demonstrates a pattern of disregard” for the commitments that we, as OSCE participating States, share.
Clarifying Our Stance on Internal Affairs
It is important to emphasise that referencing these facts in this Council does not constitute interference in Russia’s internal matters. In Astana, participating States reaffirmed that “the commitments undertaken in the human dimension are matters of direct and legitimate concern to all participating States and do not belong exclusively to the internal affairs of the State concerned.”
Mr Chair, the repression occurring within Russia has facilitated external aggression and poses a significant threat to regional security. We express profound concern regarding Russia’s political integration efforts and its moves towards the full annexation of Georgia’s occupied territories. This includes the recent so-called “presidential elections” in South Ossetia, which we categorically condemn as illegitimate. Furthermore, we endorse Moldova’s cautious approach towards the peaceful reintegration of Transnistria and denounce Russian attempts to manipulate the region for its own ends.
Violation of Sovereignty in Occupied Territories
We firmly reiterate that conducting Russia’s State Duma elections in the temporarily occupied territories of Ukraine constitutes a violation of Ukraine’s sovereignty and independence, as well as a breach of the United Nations Charter. These areas are integral parts of Ukraine, and the holding of such sham elections cannot alter their status under international law.
Mr Chair, we once again urge Russia to cease its aggression beyond its borders and to halt its repressive actions within its own borders. We will persist in holding Russia accountable in this Council for its adherence to OSCE commitments and for the repercussions of its actions on our collective regional security.
