UK’s National Statement at the 13th UNTOC Conference: Key Insights and Highlights

Addressing the Challenges of Organised Crime

Esteemed Chair, Executive Director, distinguished delegates,

The United Kingdom is honoured to engage in the Thirteenth Session of the Conference of the Parties to the United Nations Convention against Transnational Organised Crime. In an era marked by unprecedented challenges, it is essential that we come together to confront the evolving landscape of criminal networks.

These networks are characterised by their increasing scale, sophistication, and global reach. They capitalise on conflict and instability, utilising advancements in technology and global connectivity to generate illicit profits. Their activities not only undermine governance but also pose significant threats to our collective security and prosperity.

It is vital to recognise that no single State can effectively counter these threats in isolation. The Convention and its accompanying Protocols serve as the foundational pillars of our international response, providing a framework for collaborative efforts against organised crime. Our focus must be on ensuring their comprehensive and effective implementation, which will lead to enhanced operational cooperation and tangible outcomes.

Strengthening International Cooperation

We commend the support offered by the United Nations Office on Drugs and Crime (UNODC) to Member States, aimed at bolstering international cooperation and developing pragmatic solutions to organised crime. Building on the commitments established at the Fifteenth United Nations Crime Congress and the Abu Dhabi Declaration, it is imperative that we move from dialogue to decisive action.

The United Kingdom remains steadfast in its commitment to fortify the global response to organised crime, exemplified by our additional £1.5 million contribution to UNODC this year. In the face of significant financial constraints, it is crucial that our resources are allocated efficiently and directed towards agreed priorities that promise the most substantial impact.

Disrupting Criminal Financial Structures

A primary focus for the UK is the disruption of the financial and enabling frameworks that facilitate the proliferation of organised crime. Addressing issues such as corruption, bribery, money laundering, and illicit financial flows is essential, as these elements form the backbone of criminal enterprises. Without confronting these challenges, dismantling their operational models will prove to be an insurmountable task.

Our commitment extends to combating human trafficking and migrant smuggling, adopting victim-centred and gender-responsive strategies that prioritise the needs and rights of those affected.

Confronting Violence Against Women and Girls

The United Kingdom is dedicated to addressing all forms of violence against women and girls, including those acts facilitated by technology. The connections between organised crime, illicit financial activities, corruption, trafficking, fraud, cyber-enabled crime, and environmental crimes have become increasingly evident.

We are eager to collaborate with fellow Member States and UNODC to reinforce the implementation of our commitments, deepen operational cooperation, and deliver practical solutions to these ever-evolving threats. Together, we can forge a safer future for all.

Thank you.
