Tragic Incident and Condolences
We express our profound sorrow regarding the unfortunate crash of an EUFOR helicopter in the vicinity of Brčko. This incident has resulted in tragic losses, and we extend our heartfelt condolences to the families and loved ones of those who perished or were injured. Our thoughts are also with the broader EUFOR community during this difficult time.
Renewal of EUFOR Althea’s Mandate
The United Kingdom warmly welcomes the unanimous decision to extend the mandate of EUFOR Althea for an additional twelve months. The ongoing presence of EUFOR is crucial for maintaining peace and security in Bosnia and Herzegovina. We are grateful to all members of the Council for their constructive engagement throughout this renewal process.
Commitment to Sovereignty and Stability
It is imperative that the sovereignty, territorial integrity, and political independence of Bosnia and Herzegovina are upheld. We commend the peaceful conduct of the elections held on 4 October and the successful implementation of election technology on a national scale. This advancement has significantly bolstered electoral integrity and has fostered greater transparency and confidence in the electoral process.
Ongoing Challenges in the Region
The recent Human Rights report underscores that significant challenges persist within Bosnia and Herzegovina, including ongoing obstruction of State institutions, a failure to implement Constitutional Court decisions, and insufficient progress regarding State Property issues. The upcoming elections in both Bosnia and Herzegovina and Serbia present an opportunity to reset regional relations and reaffirm commitment to the Dayton principles, which respect the sovereignty and integrity of Bosnia and Herzegovina.
Importance of Reconciliation
Reconciliation remains a critical objective. We categorically condemn the glorification of convicted war criminals. Ratko Mladić, convicted by an independent UN tribunal for genocide, crimes against humanity, and war crimes, should not be celebrated. Any efforts to deny or downplay these atrocities only serve to hinder the reconciliation process. The judgments made by the International Criminal Tribunal for the former Yugoslavia, established by this Council, must be respected.
Support for the Office of the High Representative
The report from the Acting High Representative and the ongoing challenges in the region highlight the essential and legitimate role that the Office of the High Representative continues to play in Bosnia and Herzegovina. The United Kingdom stands firmly behind the Acting High Representative, who has been appointed by the Peace Implementation Council Steering Board and is authorised to utilise executive powers as necessary under Chapter VII Resolutions.
Progress on the 5+2 Agenda
While we support progress on the 5+2 agenda, it is important to acknowledge that the conditions for its completion have yet to be fulfilled. Until these conditions are met, the role of the High Representative remains critical in safeguarding the Dayton Agreement and ensuring ongoing peace and stability. The appointment of the next High Representative is a matter for the Peace Implementation Council Steering Board, and we hope that a suitable successor is appointed promptly.
Support for the Dayton Peace Agreement
In conclusion, the United Kingdom reaffirms its support for the Dayton Peace Agreement, which envisions one state, two entities, three constituent peoples, and “others.” Any divisive rhetoric, including unilateral calls for secession or the establishment of a third entity, contradicts the principles of Dayton and poses a risk to peace and stability. We also support Bosnia and Herzegovina’s Euro-Atlantic ambitions, reflecting the desires of the majority of its citizens, and we urge leaders to set aside their differences to collaborate for a more stable and prosperous future for the nation.
