Today, 2 November 2026, I wish to inform the House that my department has released the Transport Resilience Strategy. This document is of paramount importance as transport plays a crucial role in our daily lives, linking families to one another, connecting goods with industries, and facilitating economic growth and public health. A secure and resilient transport system is essential for thriving communities and is fundamental to fostering economic development throughout the United Kingdom.
Implementing a Strategic Vision for the Future
The Resilience Action Plan published in July 2025 outlined the government’s strategic framework for enhancing resilience in an increasingly unpredictable world. The Transport Resilience Strategy operationalises this vision specifically for the transport sector, delineating our goals for the next five to ten years.
The challenges confronting our transport infrastructure are growing more intricate and unpredictable. The interlinked nature of our transport networks means that disruptions in one area can rapidly trigger repercussions elsewhere, underscoring the necessity of fortifying resilience across the entire system. Recent incidents have demonstrated that resilience cannot be regarded as an optional enhancement; rather, it is vital for the seamless operation of businesses and transport providers alike.
Empowering People Within the Transport System
While robust infrastructure and comprehensive plans are critical, they are not the sole components of a resilient system. The transport sector remains heavily reliant on human engagement. Therefore, it is essential that individuals within the transport ecosystem are equipped with the necessary knowledge, skills, and tools to ensure the uninterrupted flow of transport services. By clarifying roles and their impact on the overall resilience of the system, and by preparing transport users with appropriate information, we can mitigate the chances of disruption and lessen its effects when it occurs.
Targeted Actions for Enhanced Resilience
The strategy aims to conduct thorough assessments of ongoing transport resilience to identify and address areas requiring improvement. It encourages the entire system, including transport users, to take proactive measures to enhance resilience and fortify government capabilities in this area. The strategy comprises 22 actionable commitments aimed at bolstering transport resilience. Notably, it includes the launch of the Transport Resilience Academy, a new training initiative, and the creation of a sector-wide transport resilience network. Through these initiatives, we will foster collaboration and understanding across the transport system, enabling local partners and other sectors to share evidence, best practices, and collectively tackle common risks.
A Collective Responsibility for Transport Resilience
Transport resilience is fundamentally a collaborative effort that requires the participation of the entire government, sector, and society. No single organisation can achieve this goal independently. As the minister responsible for transport resilience, I am delighted to present a strategy that outlines our collective approach over the coming years to enhance the resilience of our transport system, safeguard the connections vital for individuals and businesses, and ultimately enrich the daily experiences of all who utilise our networks.
This strategy has been developed in consultation with stakeholders from various sectors, including government and the transport industry. I extend my gratitude to all who have shared their insights and expertise in shaping this important document.
The Transport Resilience Strategy has been made available in the libraries of both Houses and can also be accessed on GOV.UK.
