Great British Railways Charts Path for Rail Freight Expansion

New Ambitions for Rail Freight Growth

On 8 September 2026, the government laid out its ambitious vision for Great British Railways, aiming to bolster British businesses, enhance supply chains, and stimulate economic growth through a significant increase in rail freight. The newly established target seeks to elevate rail freight operations by at least 40% by the year 2040, marking a critical step towards an overall goal of a 75% increase by 2050. This initiative is designed to instil confidence in the industry, encouraging investment while ensuring that Great British Railways plays a pivotal role in driving nationwide growth.

Currently, rail freight is responsible for transporting goods valued at nearly £34 billion annually within the UK economy. Achieving the newly set target could potentially add around £15 billion to this figure, facilitating a smoother movement of products across the country, thereby reinforcing supply chains and fostering economic stability.

Impact on Construction and Goods Transport

A single freight train has the capacity to carry enough materials to construct approximately 30 homes. According to estimates from Network Rail, the new targets could lead to a 45% increase in the transport of construction materials. Additionally, there could be a two-thirds rise in the movement of various goods, including automobiles, wine, household appliances, and pharmaceuticals.

Transport Secretary Heidi Alexander articulated the government’s commitment, stating, “Great British Railways will have a clear mission to help grow our economy by moving more of the goods British businesses rely on.” She emphasised that this new target provides the rail freight sector with necessary stability, allowing for greater investment and facilitating the delivery of essential materials required for new homes and infrastructure, ultimately supporting job creation throughout the nation.

Environmental Benefits and Legislative Support

Rail freight offers an efficient means for businesses to transport goods across Britain while alleviating the burden on the road infrastructure. Additionally, it contributes to a significant reduction in carbon emissions compared to road transport. Meeting the new freight target could potentially save up to one million tonnes of carbon dioxide annually by utilising railways instead of roads.

The Railways Bill, which aims to establish Great British Railways, is currently progressing through the committee stage in the House of Lords. This legislation will empower Great British Railways to fulfil the new freight targets, granting it strategic oversight of network access alongside two explicit duties to encourage freight growth.

Collaborative Efforts for Future Growth

A designated member of the Great British Railways board will be appointed to oversee freight operations, ensuring that the needs of freight operators and their client businesses are integrated into decision-making processes from the outset. These measures are expected to enhance collaboration between Great British Railways and freight operators, unlocking additional capacity within the network and fostering investment to strengthen supply chains.

Jeremy Westlake, Chief Executive of Network Rail, asserted the importance of rail freight, stating that it is a crucial component of the UK’s transport framework, moving millions of tonnes of goods daily. He highlighted that increasing rail freight is not only beneficial for economic growth but also helps to reduce road congestion, lower carbon emissions, and supports the ambition for a cleaner, more resilient transport system. He expressed full support for the government’s targets, underscoring the critical role of rail freight in achieving these objectives.

She noted the significant opportunities for transporting more goods via rail and affirmed that the sector is prepared to meet the government’s ambitious growth targets, thereby contributing more robustly to national productivity, development, and resilience.
