A Distinguished Career in Policing
Graham embarked on his journey with the Thames Valley Police (TVP) in 1979, dedicating an impressive 31 years to the force. A significant portion of his career was spent in uniform, where he served five years as an Inspector on the Tactical Firearms Team. Among the notable highlights of his tenure at TVP was his role in providing armed security for Margaret Thatcher after the 1984 Brighton hotel bombing, as well as his involvement in the operational responses to two IRA incidents in Reading and the tragic Hungerford shooting, which resulted in the loss of sixteen lives at the hands of Michael Ryan.
During his time with TVP, Graham had the opportunity to collaborate with a young Detective Sergeant Simon Chesterman on the Drug Squad. This partnership laid the groundwork for a long-lasting professional relationship that continued after Graham’s promotion to Superintendent in 2005, where he served as the second-in-command in Buckinghamshire under Simon’s leadership.
Transition to the Civil Nuclear Constabulary
Just two days post-retirement from TVP in 2010, Graham joined the Civil Nuclear Constabulary (CNC) as the Inspector responsible for firearms policy. His role evolved significantly over the years to include Managed Response Solutions and various exercises. One of his pivotal contributions was the formulation of the inaugural Operation Temperer plan, which led to two deployments in 2017 following the Manchester Arena bombing.
Graham ascended through the ranks to assume his current position as Chief Superintendent of B Division (previously known as S Division). In this capacity, he pioneered the introduction of Section 22a Memorandums of Understanding with host forces to facilitate joint operations. He also played a crucial role in establishing the first Professional Development Unit at Harwell and implemented promotion preparation sessions for aspiring Sergeants and Inspectors. Additionally, Graham oversaw the amalgamation of EDF and Harwell into B Division, as well as the processes related to Hunterston and Harwell.
Reflections on a Policing Legacy
Reflecting on his extensive career, Graham expressed a profound sense of satisfaction: “To be honest, it’s been a blast, and I’d do it all again. Coming to the CNC in 2010 after 31 years with Thames Valley Police has worked out better than I dared to hope. I certainly didn’t expect to end up as Divisional Commander for nearly eight years.” He acknowledged the remarkable transformation of the CNC over the past 16 years, hoping that he has contributed to its progress.
In his farewell, he extended his gratitude to all who have supported him throughout his journey, particularly his wife, Julie, and his family. “To all those I have met and worked with, thank you for your advice, guidance, and support – but most of all, thank you for your hard work – it’s made my role a pleasure and a privilege,” he said.
A Fond Farewell from Colleagues
Chief Constable Simon Chesterman shared his sentiments, stating: “I have known Graham (Dinger) for over 30 years. He earned widespread respect in TVP for his operational acumen and leadership, and I was fortunate to work alongside him in various capacities.” He praised Graham’s experience, noting his reliability and his role as a champion for those he led. “He will be a loss to policing, but after 47 years, I think he can say he’s done his bit!”
Assistant Chief Constable (Operations) Michael Vance also lauded Graham’s contributions, highlighting his humility, authenticity, and commitment to empowering others. “On behalf of all who have had the privilege to serve with him, I would like to thank Graham for his outstanding contribution to policing and to the Civil Nuclear Constabulary,” he remarked, acknowledging the lasting impact of Graham’s mentorship and values.
Looking Ahead to New Adventures
As Graham embarks on his retirement, he plans to pen a memoir chronicling his experiences titled ‘Six Decades in Blue’ (1970s – 2020s). He looks forward to enjoying quality time with his wife, three children, and seven grandchildren, participating in golfing activities, and seizing every opportunity to bask in the sunshine.
