Significant Reduction in Business Rates for Pubs and Venues
In a decisive move to bolster local economies, the Prime Minister has announced a 20% cut to business rates for pubs, social clubs, and live music venues across England, effective from April of next year. This new business rate reduction is expected to benefit nearly 32,000 establishments, providing much-needed stability for those looking to invest, expand, and create job opportunities. Additionally, the funding for these cuts will be secured through a review of reliefs provided to businesses that fail to positively impact their local areas, such as vape shops.
Ensuring Fair Competition in the Marketplace
The government is also taking steps to level the playing field for traditional businesses by addressing the issue of online sellers who do not fulfil their tax obligations. These sellers currently enjoy an unfair competitive advantage over local businesses that adhere to regulations. To tackle this, the government is consulting on measures to enhance the responsibility of online marketplaces in preventing non-compliant sellers from evading tax requirements. Further details on this initiative will be announced in due course, with the revenue generated expected to be reinvested into improving the business rates system.

A Comprehensive Package of Support
The newly announced support package is valued at approximately £100 million annually. The government has already initiated reforms to the business rates system throughout this parliamentary term. Earlier this year, a permanent 5p reduction in business rates multipliers for over 750,000 retail, hospitality, and leisure properties was announced, funded by a higher multiplier for the top 1% of properties.
Additionally, £4.3 billion has been allocated to assist those facing increased rateable values due to revaluations, with measures in place to cap bill increases at 15% for most businesses from April of this year, and £800 for smaller enterprises. Recognising the unique challenges faced by pubs and live music venues in recent years, a 15% relief off their 2026/27 bills was introduced in January, with a freeze on real-term bills for an additional two years. The further 20% reduction commencing in 2027/28 builds upon this existing support.
Targeted Assistance for Local Establishments
To ensure that assistance is directed where it is most needed, the new 20% discount will not be extended to the largest live music venues, with specific details to be provided in the upcoming Budget. This approach aims to focus resources on supporting smaller establishments that play a crucial role in the community.
