Last week marked a pivotal moment in Syria’s adherence to its international commitments, as the International Atomic Energy Agency (IAEA) reached a consensus to close Syria’s longstanding safeguards file. This decision reflects a notable advancement after fifteen years of obstruction by the Assad regime and signifies Syria’s renewed dedication to fulfilling its obligations on the global stage.
Additionally, Syria’s proactive engagement with the Organisation for the Prohibition of Chemical Weapons (OPCW) is commendable. The United Kingdom stands prepared to assist in the comprehensive and verified dismantling of chemical weapons from the Assad era, alongside ensuring Syria’s full compliance with the Chemical Weapons Convention.
The Need for Comprehensive Stability
However, it is crucial to recognise that lasting stability cannot be achieved solely through security measures. A successful path to peace must also encompass reconciliation, accountability, and the safeguarding of all communities within Syria. We remain concerned about ongoing violence in Northeast Syria, which undermines these efforts.
The United Kingdom advocates for a unified and inclusive Syria, urging all involved parties to exercise restraint, refrain from inflammatory rhetoric, and collaborate in addressing the unresolved issues surrounding the implementation of the integration agreement. Ultimately, it is essential that all Syrians feel secure, represented, and protected as part of the broader journey towards long-term stability and recovery.
Supporting Recovery Initiatives
In alignment with the recovery plans of the Syrian government and the urgent needs of displaced and vulnerable populations, the United Kingdom has committed to contributing $90 million this year. This investment underscores our dedication to supporting Syria as it navigates its path to recovery, which remains precarious and fraught with challenges.
Moreover, recent actions by Israel pose risks of exacerbating tensions during an already delicate period, particularly Prime Minister Netanyahu’s visit to Mount Hermon in the UN Area of Separation. We continue to call upon all parties to exercise restraint and avoid actions that could lead to further escalation of the situation.
Encouraging Dialogue and Cooperation
We urge Israel to outline a timeline for withdrawing from the recently occupied Syrian territory, as dialogue remains the only viable route to sustainable progress. Continued engagement between Syria and Israel is essential, and we welcome initiatives aimed at resolving differences through negotiation rather than confrontation.
