G7 Leaders’ Declaration on Enhancing Global Energy Security and Market Stability

Addressing Energy Security Challenges

In a virtual assembly convened today, the leaders of the G7 addressed the pressing issues surrounding energy security, amid a backdrop of unprecedented volatility in oil markets. With soaring prices posing a significant threat to economic stability and the welfare of our citizens, the group has reached a consensus on a series of decisive and coordinated actions aimed at stabilising immediate energy supplies. These measures are designed to protect households and businesses from sudden price fluctuations while also bolstering the long-term resilience of global energy systems.

Coordinated Efforts for Stability

The G7 countries have committed to synchronising maintenance schedules across their refineries to avert simultaneous capacity shutdowns. In instances where it is feasible, there will be a temporary increase in utilisation rates. Moreover, engagement with nations possessing substantial refining capabilities is encouraged to enhance global production of refined products, particularly diesel, amidst ongoing market pressures in this sector. The G7 has tasked the International Energy Agency (IEA) with overseeing the immediate and comprehensive implementation of commitments made in March 2026. To this end, and considering prior fulfilled commitments, the group will initiate a coordinated release of 100 million barrels of oil through the IEA over the next four months. This will include a significant release of diesel within the first 20 days, facilitated by G7 members and their partners. Further discussions regarding additional diesel releases will take place within the IEA framework in the coming days.

Commitment to Free Markets

The G7 has reaffirmed its pledge to avoid imposing export restrictions on energy and energy products among member countries, while also urging all producers to refrain from implementing bans that could heighten market tensions. The group has invited the IEA to monitor the effects of these actions on energy security and market stability, ensuring compliance with the commitments outlined. A follow-up report is expected within 20 days, complete with actionable recommendations aimed at enhancing future responses, including strategies for stock replenishment.

Condemnation of Regional Aggression

In a show of solidarity, the G7 condemned Iran for its ongoing attacks against its regional neighbours, highlighting the detrimental impact on international trade, energy security, and the global economy. The group has called for the immediate restoration of navigational rights and principles in the Strait of Hormuz, reiterating their determination to intensify collective efforts to achieve this goal. The G7 commended the United States for its proactive measures to ensure the uninterrupted flow of commerce through this crucial maritime corridor.

Ongoing Sanctions and Monitoring

While maintaining sanctions against Russia, the G7 will collaborate with the IEA and global partners to mitigate any further repercussions on fuel, gas, and other commodity markets. The concerns of our citizens regarding rising energy prices remain a paramount priority. The G7 leaders will closely monitor market developments and are prepared to adjust measures as necessary. Today’s agreements mark a significant step towards achieving a more secure, transparent, and resilient energy future for all.
