Defence Ministers of the Joint Expeditionary Force Release Key Statement – 2nd October 2026

Strengthening European Security through the JEF

Defence Ministers from the Joint Expeditionary Force (JEF) and allied nations convened today at Keflavik Air Base in Iceland to reinforce the JEF’s pivotal role in ensuring European and Euro-Atlantic security. This meeting, which took place on 2 October, followed directives set forth by leaders during the Helsinki Summit in March. The Ministers deliberated on further actions to enhance the JEF’s key priorities.

The support for Ukraine emerged as a primary focus during the discussions. The JEF Nations reaffirmed their unwavering commitment to Ukraine, particularly through the JEF-Ukraine Enhanced Partnership, which was established in 2025 to bolster cooperation and enhance collective security. Defence Minister Khamara participated virtually, celebrating the successful implementation of this partnership. Notably, Ukraine took part in the JEF’s flagship Lion Protector exercise this year, allowing Ukrainian mine countermeasure vessels to operate alongside JEF forces. This collaboration seeks to improve interoperability and leverage Ukraine’s extensive operational experience in modern warfare. The Ministers expressed their dedication to further integrating Ukraine into JEF activities.

Exploring Opportunities in the Arctic and Northern Regions

The Ministers also focused on the strategic importance of the Baltic Sea, the High North, and the North Atlantic, reaffirming these areas as the JEF’s core regions of interest. Joined by Canadian Defence Minister McGuinty, they explored avenues for enhancing cooperation between the JEF and Canada, acknowledging Canada’s application to join the Framework and progressing towards a unified recommendation for JEF Leaders on Canadian membership.

Additionally, the Ministers established a comprehensive policy direction for the JEF, alongside a framework for engagement with partners, aiming to foster collaboration and maximise operational effectiveness across these strategic regions.

Enhancing Deterrence and Preparedness

The Defence Ministers received updates regarding the Lion Protector series, which is being conducted in Iceland and Norway this autumn. They welcomed the alignment of this exercise with the UK’s Carrier Strike Group. A thorough review of the JEF’s five-year programme was conducted, with a focus on aligning JEF response options with NATO’s regional plans to enhance coherence.

Discussions also encompassed Russia’s hybrid activities against JEF nations and other NATO allies, with an agreement to further develop common strategies through JEF mechanisms. The Ministers expressed their determination to bolster individual and collective preparedness against such threats, reiterating their steadfast support for Ukraine. They clarified that JEF nations do not seek confrontation and do not pose a threat to Russia; however, they asserted their resolve to defend themselves if necessary.

Advancing Defence Cooperation and Industrial Resilience

Progress on defence industrial cooperation was another key topic, as the Ministers reviewed outcomes from two meetings of JEF National Armaments Directors since the Ankara Summit. They commended the momentum in identifying practical collaboration opportunities, underscoring the importance of achieving tangible results. The Ministers reiterated the necessity for collaboration to enhance interoperability, foster capability innovation, and strengthen shared industrial resilience. They expressed eagerness to receive concrete proposals ahead of their next gathering.

Military engagement within the JEF continues to deepen, particularly through initiatives like the Northern Navies concept, which supports the JEF’s five-year exercise plan. The Ministers highlighted the JEF’s essential contribution to fostering a robust Europe within a stronger NATO, noting its unique capacity to respond agilely to emerging challenges while complementing NATO’s deterrence and defence posture.

They expressed their gratitude to Iceland for hosting the upcoming JEF Leaders’ Summit in Reykjavik next spring, reinforcing the commitment to ongoing collaboration and security enhancement across the region.
