Introducing the New Co-Chair of the Nuclear Decommissioning Authority NGO Forum

New Leadership for NDA NGO Forum

Richard Outram has been appointed as the new co-chair of the Nuclear Decommissioning Authority (NDA) forum, a platform specifically designed for dialogue with non-governmental organisations (NGOs). This decision reflects the members’ commitment to enhancing communication and collaboration on critical issues surrounding nuclear decommissioning.

The NDA, a government-backed entity, is tasked with the safe and secure decommissioning of 19 former nuclear sites across the United Kingdom. Paul Vallance serves as the NDA’s co-chair alongside Outram and holds the position of Group Chief Corporate Affairs Officer and Chief of Staff.

Richard Outram’s Background and Vision

Outram has been an active participant in the NDA NGO Forum since its inception in 2022, initially serving as its Secretariat. His current role as an Advisor to the Welsh Anti-Nuclear Alliance (WANA) and his previous experience as Secretary of Nuclear Free Local Authorities (UK and Ireland) underscore his commitment to the cause.

In his statement, Outram emphasised the importance of the Forum in fostering direct engagement between NGOs and the NDA, allowing for diverse perspectives to be shared. He remarked, “Constructive challenge and openness are vital when addressing the significant and long-term issues associated with nuclear decommissioning and radioactive waste. As NGOs, we can raise pertinent questions and concerns with senior representatives from the NDA, including experts in nuclear decommissioning.”

Building on Previous Efforts

As he steps into the role of co-chair, Outram expressed his intent to build upon the foundation laid by his predecessor, Rita Holmes. His focus will be on enhancing dialogue, increasing participation, and ensuring that the Forum remains a collaborative space for critical scrutiny of the NDA’s activities.

Outram’s vision aligns with the NDA’s strategic commitment to maintaining open and transparent communication with a broad spectrum of external stakeholders, which is deemed essential for effective governance and accountability.

Engagement and Representation

John McNamara, the NDA’s Director of Stakeholder Engagement, reiterated the authority’s dedication to transparency, stating, “Hearing from our diverse stakeholders and fostering a deeper mutual understanding is incredibly valuable.”

The NDA NGO Forum convenes regularly and includes an annual site visit as part of its activities. The Forum’s mission encompasses the decommissioning objectives of the NDA group, with members representing a variety of organisations opposed to the nuclear industry. Notable participants include the Ayrshire Radiation Monitoring Group, Highlands Against Nuclear Power, Stop Hinkley, Blackwater Against New Nuclear Group, Nuclear Waste Advisory Associates, and People Against Wylfa B.
