Unacceptable Continued Breaches of Abyei’s Demilitarised Status: UK’s Statement to the UN Security Council

Concerns Over Insecurity in Abyei

The United Kingdom has expressed profound apprehension regarding the ongoing insecurity in Abyei and its detrimental effects on civilian life. The persistent breaches of the region’s demilitarised status are deemed intolerable. The UK strongly condemns the drone strikes that occurred near Amiet Market and Todach on 19th October, which resulted in civilian casualties and the displacement of thousands.

Moreover, there is grave concern over the ongoing incidents of sexual and gender-based violence, particularly against children, as well as the prevailing lack of justice and accountability for these crimes. It is imperative that all parties fulfil their obligations under international law to safeguard civilians and guarantee safe and unrestricted access for humanitarian aid.

The Importance of UNISFA in Maintaining Stability

The United Nations Interim Security Force for Abyei (UNISFA) plays a crucial role in maintaining stability within the region. Progress has been noted regarding some of the benchmarks set the previous year, including the deployment of UNISFA’s inaugural Formed Police Unit and the appointment of a civilian Deputy Head of Mission.

However, more comprehensive efforts are required. Both Sudan and South Sudan must ensure that UNISFA receives the necessary access and support to effectively carry out its mandate. It is also vital that all unauthorised armed groups, specifically the Rapid Support Forces, withdraw from Abyei to facilitate a peaceful environment.

Call for Renewed Political Engagement

There is a pressing need for renewed political engagement that yields tangible outcomes. The re-establishment of the Joint Political and Security Mechanism, after a hiatus of over three years, is a significant advancement. Nonetheless, the dialogue must evolve into concrete actions.

This necessitates addressing outstanding issues related to governance, resolving disputes concerning Abyei’s inclusion in South Sudan’s elections scheduled for December, and making strides towards determining Abyei’s final status. Both parties are urged to adhere to their commitments and to refrain from unilateral actions that could exacerbate instability.

Opportunity for Progress in Abyei

In conclusion, there is a pivotal opportunity for advancement in Abyei. It is essential for both Sudan and South Sudan to capitalise on this moment, with the full backing of the international community. The path forward demands collaboration, commitment, and a focus on the welfare of the civilians affected by the ongoing crisis.
