Efforts for Resolution in Portadown
There is a strong desire among all parties to see the ongoing standoff between the Portadown District Loyal Orange Lodge and the residents of Garvaghy Road resolved without delay. In my role as Secretary of State for Northern Ireland, I have dedicated the past fortnight to facilitating a mutually beneficial agreement, engaging in multiple rounds of negotiations at Hillsborough Castle and maintaining regular communication with both factions.
Regrettably, despite these efforts, a local resolution has remained elusive. Consequently, I have been exploring various options to bring this dispute to a close. The urgency of the situation cannot be overstated, as no one wishes to see tensions extend into another weekend, which could potentially lead to protests in other areas of Northern Ireland and further strain community relations. The collective memory of past conflicts looms large, reinforcing the necessity for a swift conclusion to the current impasse.
Legal Considerations and Safety Concerns
Earlier today, I received a formal application from the Chief Constable of the Police Service of Northern Ireland under Section 9 of the Public Processions (Northern Ireland) Act. In accordance with legal requirements, I have conducted a thorough review of the initial determination issued by the Parades Commission regarding the application from the Portadown District, scheduled for 27 September 2026.
Following consultations with both the Chief Constable and the Parades Commission, it has become clear that facilitating the procession as originally planned is unfeasible. The Chief Constable has indicated that any attempt to proceed would necessitate significant intervention, posing an unacceptable risk of serious injury, disorder, and a potential ripple effect throughout Northern Ireland.
The Parades Commission has also expressed that, although the ultimate determination lies with the courts, they believe the current assessment by the Chief Constable undermines the endurance of the original decision. Therefore, in consideration of the public interest and safety, I have concluded that the circumstances surrounding the initial ruling have altered considerably, and as such, the procession cannot go ahead as intended.
Commitment to Peace and Community Cohesion
This decision has not been made lightly. The courts have recognised the lawful determination granted to the Portadown District by the Parades Commission. I would like to extend my gratitude to the Portadown LOL No 1 for their commitment to peaceful conduct and their cooperation throughout this process with the PSNI.
Respect for the rule of law is essential in our society, and I appreciate those who have acted peacefully and lawfully, seeking to alleviate tensions within their communities. Conversely, those who have engaged in unlawful actions must face the repercussions of their choices.
I also wish to acknowledge the sincere efforts of all parties involved in the negotiations at Hillsborough. I have listened to the concerns raised by individuals on all sides and lament that a compromise could not be reached, leaving many residents in Portadown feeling anxious and unsettled.
A Call for Calm and Cooperation
In light of these developments, I urge all protests, rallies, and demonstrations to be called off. There is no justification for escalating tensions further. The Portadown community has endured significant scrutiny over the past weeks, and it will take time to mend fractured relationships. The least we can do now is afford them some respite.
Looking forward, it is imperative that we come together to address the damage inflicted and find a resolution to this issue. I remain committed to doing everything within my power to foster unity within the community in the weeks and months ahead.
