The inaugural group of young individuals has commenced their employment under the Government’s Jobs Guarantee initiative, a pivotal step in addressing youth unemployment, a top priority for the Prime Minister. This scheme is designed to create job opportunities for those who are furthest removed from the workforce and has garnered support from prominent businesses such as Boots and OCS.

With an ambitious goal of generating over 90,000 fully funded jobs by the year 2029, the Jobs Guarantee forms a critical component of the Government’s £2.5 billion commitment to combat youth unemployment. The initiative specifically targets 18 to 24-year-olds who have been receiving Universal Credit and have been actively seeking work for the past 18 months, providing them with a direct pathway to employment.

Personalised Job Opportunities for Young People

The roles available under this scheme are tailored to align with each participant’s skill set. The Government will cover the costs for up to 25 hours of paid work per week for a duration of six months, facilitating a smoother transition into the labour market. In the coming three years, over 90,000 young individuals are expected to benefit from this initiative, with the first group already securing positions at the well-known retail chain, Boots.

Acknowledging the challenges faced by long-term unemployed individuals, the Jobs Guarantee offers personalised support to help overcome various obstacles, ranging from confidence-building activities to on-the-job training. This ensures that participants are well-prepared and capable of thriving in their new roles.

Government’s Commitment to Youth Employment

The Jobs Guarantee is the latest addition to the Government’s extensive range of employment support for young people, backed by an investment of £2.5 billion. This initiative represents a significant advancement in the Prime Minister’s efforts to integrate more young people into the workforce and to provide hope for the over one million young individuals currently not engaged in education or employment—a number that has surged by 248,000 from 2021 to 2024.

Pat McFadden, the Secretary of State for Work and Pensions, visited Boots to engage with the first cohort of participants, who are undertaking various roles in administration, retail, and warehouse support. He remarked on the importance of this scheme in providing genuine opportunities for young people to gain employment and build lasting careers.

Targeted Rollout Across High Unemployment Areas

The Jobs Guarantee has been strategically launched in regions with some of the highest youth unemployment rates, including Birmingham and Solihull, the East Midlands, Greater Manchester, Hertfordshire and Essex, Central and East Scotland, as well as South East and South West Wales. By later this year, the scheme will be expanded to include all eligible 18 to 24-year-olds who are on Universal Credit and have been searching for work for 18 months.

Simon Smithson, Director of Youth Services at Ingeus, expressed his excitement about delivering the Jobs Guarantee in the East Midlands, viewing it as a vital opportunity for young people to access employment and acquire new skills. He emphasised the importance of collaborative efforts among employers, communities, and support organisations to create high-quality opportunities that benefit both individuals and the regional economy.

Local partners will collaborate with businesses to ensure that young job seekers are effectively matched to suitable roles, providing continuous support throughout their placements to enhance their chances of success.

Broader Government Initiatives for Youth Employment

The Jobs Guarantee is part of a wider £2.5 billion investment aimed at supporting almost one million young people and creating 500,000 opportunities for earning or learning over the next three years, thereby promoting equitable access to employment across the nation. This initiative is complemented by various business incentives worth up to £8,000 for eligible young individuals, alongside significant reforms to the apprenticeship system to address the 40% decline in apprenticeship starts seen over the past decade.

Eligible participants will receive at least the National Minimum Wage, along with automatic pension contributions during their employment, as the Government funds support for up to 25 hours a week at the National Minimum Wage for a maximum of six months.

Louise Goodlad, Director of Delivery in Scotland for The King’s Trust, commended the Jobs Guarantee as a reflection of the organisation’s belief in the necessity of providing both skills and opportunities for young people. She noted the determination of young individuals eager to work as they embrace chances to gain valuable experience and enhance their skills.

Laura-Jane Rawlings MBE, CEO of Youth Employment UK, welcomed the transition of the Jobs Guarantee from policy to real, paid opportunities for young people, underscoring the importance of such initiatives in providing not just income, but also the confidence and connections necessary for long-term career success. Recent data indicates that 75% of young people believe that paid work experience would assist them in securing employment, highlighting the significance of opportunities like the Jobs Guarantee.

Positive Impact on Local Businesses and Young Job Seekers

Scott Knowles, Chief Executive of the East Midlands Chamber, emphasised the importance of equipping young people with the skills needed by employers to foster economic growth. He praised the Jobs Guarantee as a proactive approach to addressing the challenges faced by under-24s who are not engaged in education, employment, or training (NEET). He expressed hopes for the programme to bridge the gap between employer needs and the provision of opportunities for young people while focusing on skill development during employment.

Local businesses have also expressed their support for the initiative. A spokesperson from Matlock Ghost Emporium highlighted the mutual benefits of engaging early-career talent, stating that the initiative not only boosts production capacity but also invests in the next generation of talent. Similarly, Antony Rhodes from Arc Communications shared positive experiences of welcoming young individuals into their workforce, noting the significant contributions made by participants.

Adam Tulloch, Founder and CEO of Total Insight Theatre, shared his organisation’s commitment to harnessing the creativity and energy of young people, emphasising the value of their fresh perspectives in enriching the workplace. He encouraged other employers to consider participating in the Jobs Guarantee, recognising the reciprocal benefits it offers.

Simone Connolly, CEO of FareShare Midlands, reported a very positive experience with the scheme, highlighting the opportunities it provides for young people to build confidence and develop practical skills in a busy warehouse environment. She expressed pride in being one of the first organisations to offer placements and hopes to expand further across multiple sites.
