HM Land Registry Introduces Property Identifiers for Price Paid Data Starting 28 August

Introduction of Unique Property Reference Numbers

From 28 August 2026, HM Land Registry is set to enhance its monthly Price Paid Data dataset by incorporating Unique Property Reference Numbers (UPRNs) and INSPIRE IDs in dedicated lookup tables. This development aims to facilitate the integration of sale price information with various property and location datasets, responding to increasing customer demand for these identifiers.

Price Paid Data is a comprehensive resource detailing residential property transactions in England and Wales. It serves as a critical tool for professionals across the property sector, including researchers, public entities, lenders, and digital service providers, all of whom rely on trustworthy market insights.

Enhanced Data Connectivity and Analysis

The introduction of lookup tables will streamline the process of linking Price Paid Data with other data sources, thereby enhancing its utility in conjunction with mapping tools and location-based services. By incorporating these authoritative property and spatial identifiers, the initiative promises to improve the accuracy of data matching and enable more effective analysis and reporting.

This enhancement aligns with broader government goals and HM Land Registry’s mission to harness the value of land and property data through improved connectivity, interoperability, and data reuse. External data providers and organisations will benefit from access to more dependable and interconnected datasets, fostering innovation across property data services, analytics, and digital offerings.

Expert Insights on Data Integration

Lynne Nicholson, Deputy Director for Data at HM Land Registry, expressed the agency’s commitment to maximising data value for innovation and growth. The forthcoming provision of UPRNs and INSPIRE IDs through lookup tables is just the beginning, with plans to extend similar functionality to UK Companies data and Overseas Companies data later in the financial year. This initiative aims to promote a more efficient, transparent, and digitally interconnected property market.

Nick Chapallaz, Managing Director at GeoPlace, highlighted the importance of the established link between title numbers and UPRNs, which connects property ownership information with authoritative location data. He emphasised that extending this model to Price Paid Data is a logical progression, providing a consistent reference point across the property sector, facilitating data linkage, analysis, and mapping.

Applications for Various Stakeholders

The integration of UPRNs and INSPIRE IDs with the Price Paid Data dataset presents numerous advantages for a range of stakeholders.

Estate agents and property portals will benefit from enhanced accuracy in listing data, allowing for more precise matches of historical sale prices to specific properties, thus mitigating errors tied to inconsistent addresses. A stable property identifier will also foster clearer transaction histories, aiding transparency for buyers and sellers.

For financial institutions and lenders, UPRNs will offer a reliable means of connecting property records with sale prices, thereby reducing uncertainties in valuation and mortgage assessments. Meanwhile, INSPIRE IDs will facilitate the analysis of location-based risks by linking transaction values to relevant spatial data.

Developers and investors stand to gain improved site analysis capabilities, as INSPIRE IDs will connect sale prices to land parcels, supporting more accurate assessments of potential investment opportunities. Furthermore, the ability to analyse data at granular levels will enhance decision-making processes related to planning and investment.

Broader Implications for Government and Research

Government agencies and researchers will find that linking Price Paid Data with UPRNs and INSPIRE IDs will enable more accurate analyses of housing markets across various properties and locations. This improved data integration will reduce matching errors and strengthen the evidence base for both local and national policy decisions.

For homebuyers and sellers, the introduction of these identifiers will help alleviate confusion associated with address changes and similar property names, thus facilitating smoother transactions.

Understanding UPRNs and INSPIRE IDs

A Unique Property Reference Number (UPRN) is a distinct identifier assigned to an addressable location, while INSPIRE, an acronym for Infrastructure for Spatial Information in Europe, refers to a European Union initiative aimed at establishing standardised spatial data infrastructure. An INSPIRE ID is an automatically generated number assigned to a specific land shape or property polygon, linking it to official land registry records.

Local authorities play a crucial role in generating new addresses and assigning UPRNs, sending updates to GeoPlace, which maintains the national databases. This information is subsequently shared with Ordnance Survey for inclusion in its address products and mapping services.

Accessing Price Paid Data and Future Developments

Price Paid Data encompasses property price information for all residential and commercial property sales in England and Wales registered with HM Land Registry each month, subject to certain exclusions. It is made publicly available at 11 am on the 20th working day of every month.

The newly introduced lookup tables will apply to Price Paid Data published after 28 August 2026 and will not retroactively include previously published datasets. Customers will be able to download these identifiers through HM Land Registry’s existing public data channels, integrating them into their data matching, analysis, and reporting workflows.

The Price Paid Data is available in various formats, including text and CSV, and is released under the Open Government Licence (OGL), allowing for both commercial and non-commercial use. However, it is important to note that third-party rights are not covered under this licence.
