We extend our gratitude to Special Representative of the Secretary-General Tetteh for the insightful briefing. The United Kingdom stands firmly behind UNSMIL and commends your ongoing efforts to advance Libya’s political landscape.
At this critical juncture in the roadmap you outlined, recent advancements present a pivotal chance to transition Libya from a state of political impasse towards a more promising and sustainable future.
To seize this opportunity, it is imperative that the commitments outlined on paper are translated into concrete actions.
Progress in the 4+4 Process
Firstly, we express our approval of the agreement achieved within the 4+4 framework. The commitment demonstrated by both parties to amend Libya’s electoral laws and to conduct parliamentary and presidential elections within the next 24 months marks a substantial advancement.
However, it is now crucial for those involved in the 4+4 process to fulfil the commitments they have undertaken. This means refraining from reopening settled matters and ensuring broader stakeholder engagement so that these commitments are acknowledged by both legislative bodies.
By safeguarding the compromises reached by both sides, we can effectively move beyond the political stalemate that has threatened stability and economic viability.
Role of UNSMIL in Libya’s Future
Secondly, we must uphold UNSMIL’s essential mandate to facilitate a durable and inclusive political settlement. This mission also plays a vital role in supporting the reunification of Libya’s political, economic, military, and security institutions.
Establishing a singular executive authority is crucial for a lasting political resolution. Additionally, it is imperative that UNSMIL continues to advocate for the human rights and fundamental freedoms of the Libyan people as part of a process that is driven and owned by Libyans themselves. This includes promoting the full, equal, and meaningful participation of women at all levels.
Ensuring Accountability and Justice
Thirdly, the reported instances of enforced disappearances, arbitrary detention, and assaults on civilian infrastructure are profoundly alarming. Ensuring accountability for human rights violations and abuses remains paramount, necessitating the enhancement of the independence and capacity of Libya’s judiciary and institutions to gather evidence and investigate such violations.
In this regard, the United Kingdom welcomes the commitment demonstrated by the parties involved in the 4+4 process during their meeting on 4 October to exert all efforts to prevent the disintegration of Libya’s judiciary.
A Pathway to Progress
Madame President, recent developments illustrate that progress is indeed achievable. It is now incumbent upon Libyan parties to honour the commitments they have made, thereby providing Libyans with the democratic choices, economic opportunities, and security they rightfully seek.
