Transforming Bus Services in Liverpool City Region
Millions of passengers in the Liverpool City Region are poised to experience significant enhancements to their bus services as the area becomes the first to bring its network under public control following recent government initiatives. This landmark move is expected to facilitate more reliable services and affordable fares, thereby stimulating the local economy.
The government has committed £86.3 million in funding, which will extend until 2029, aimed at improving services for passengers. Additionally, a new one-off allocation of £3 million has been earmarked to assist mayors in assuming control of their respective bus services. This investment will empower the combined authority to strategically plan bus networks, ensuring services are provided where they are most needed.
Local Leaders Gaining Control
Inspired by the franchised bus services in cities like London and Greater Manchester, local leaders in Liverpool will now have greater authority over bus routes, branding, and fares. This newfound control could lead to reduced fares and more frequent services throughout the city. Passengers can also look forward to enhanced connectivity and the introduction of a modern Metro Fleet equipped with state-of-the-art features.
The recent agreement is part of a broader initiative driven by No.10 North, which seeks to devolve power from Westminster back to local communities. This follows a successful partnership with leaders in the West Midlands to regain control over local bus services.
Empowering Local Communities
Prime Minister Andy Burnham remarked on the transformative nature of this initiative, stating that after four decades of deregulation, Mayor Steve Rotheram is reclaiming control of the Liverpool City Region’s buses. The government is providing the necessary funding and powers to support this transition. Burnham highlighted that this represents a significant step towards empowering communities and restoring hope for local leaders to shape their futures.
At the launch of the locally controlled services, Local Transport Minister Simon Lightwood and Mayor Steve Rotheram emphasised the importance of these changes in enhancing access to jobs, education, and healthcare for residents. The franchising of bus services will commence in St Helens, subsequently expanding to the Wirral later this year and the entire city region by 2027.
A New Era for Public Transport
Simon Lightwood stated that this initiative grants those familiar with Liverpool’s transport needs the power to deliver improved, affordable, and reliable services. He commended Mayor Steve Rotheram’s commitment to revitalising bus services as a central aspect of community life, aligning with the goals of No.10 North to restore authority to local leaders.
Rotheram expressed that nearly 40 years of bus deregulation has adversely affected communities, resulting in fluctuating routes, rising fares, and a lack of local governance over essential services. He assured that residents would soon notice a visible transformation with the introduction of new yellow British-built buses, symbolising the shift back to public control.
Public Transport as a Community Asset
Rotheram firmly believes that public transport should serve the public interest, connecting communities with essential opportunities rather than being dictated solely by commercial viability. By regaining control, local authorities can determine bus routes, frequency, and fare structures, ensuring a more reliable and affordable network.
Bus travel remains the most popular mode of transport in England, with over 93 million journeys recorded in the Liverpool City Region last year. This initiative is part of a wider effort to support six mayoral authorities in establishing bus franchising, enabling local leaders to enhance services for their communities.
Moreover, the implementation of a £2 bus fare cap starting in January is set to save millions of passengers a third on their travel costs, providing much-needed relief amid the rising cost of living. Additionally, concessionary bus passes will be expanded, offering free bus travel to disabled individuals all day, every day from April, thereby increasing access to jobs, education, and other essential services.
