National Campaign to Recruit More Foster Carers Launched at Number 10

Government Campaign to Boost Foster Care in England

In a heartfelt appeal, the government has initiated a new national campaign aimed at increasing the number of children in care who can find loving and supportive homes. This campaign, the first of its kind in England, seeks to inspire individuals to open their hearts and homes to some of the most vulnerable children in society. The initiative aims to demonstrate that fostering can be a fulfilling opportunity for a diverse range of people.

The campaign was officially launched during a celebratory event held at 10 Downing Street on 13 October, which gathered foster carers, frontline workers, and individuals with personal experience of the care system. This vibrant gathering underscored the commitment to fostering and the essential role it plays in the lives of many children.

Targeting a New Demographic for Fostering

The new initiative particularly targets adults in their 30s and 40s who possess the values and commitment essential for fostering but may not have previously considered this path. The government’s goal is ambitious: to create 10,000 additional foster care placements by the end of the current parliamentary term. With more pathways into fostering now available, the campaign aims to address the misconceptions that often dissuade potential carers from exploring this rewarding opportunity.

Recent polling conducted by the Department for Education (DfE) revealed that a significant number of adults dismiss the idea of fostering without adequate information. Approximately 66% of respondents expressed confidence in their potential to be effective foster carers if practical obstacles were removed.

Funding and Innovation in Fostering

To support the campaign, the DfE is allocating £88 million for reforms in the fostering system, which includes £12.4 million earmarked for the fostering innovation fund. This fund will pilot new models of foster care, such as short-term ‘respite fostering’ and weekend fostering, making the system more accessible to a wider variety of individuals.

Despite the pressing need, the number of approved foster carers has dropped by 12% since 2019, while the demand for placements has risen. This stark reality underscores the government’s commitment to achieving its target of 10,000 new foster care placements.

Voices of Experience Advocate for Change

Children’s Minister Josh MacAlister emphasised the transformative power of fostering, stating that it profoundly impacts both the children who receive the care they deserve and the carers who experience the joy of making a difference. He highlighted the urgent need for thousands of children to receive the stability and love that fostering can provide, reinforcing the campaign’s aim to reach out to ordinary people across England who possess the necessary values and commitment.

Rachel Cole, CEO of the Black Foster Carers Alliance, pointed out the importance of representation in fostering, noting that many Black children in care do not see themselves reflected in their carers. The Alliance is dedicated to changing this dynamic by recruiting and supporting carers who can meet the specific needs of these children.

Collaboration and Support from Social Enterprises

Dame Carol Homden, CEO of Coram, expressed support for the government’s initiative, stressing the need to enable more children to grow up in safe and nurturing families. Coram’s research indicates a considerable pool of potential foster carers who could thrive with the right support throughout their fostering journey.

Mark Norbury, Chief Executive at UnLtd, the Foundation for Social Entrepreneurs, highlighted the role of social entrepreneurs in creating innovative and sustainable solutions within the fostering system. Through a newly launched fostering accelerator, UnLtd aims to empower social entrepreneurs to develop ventures that enhance the fostering landscape across the UK.

Notable Figures Show Support for the Initiative

The launch event at Number 10 was attended by notable figures with personal experience of the care system, including former NFL player Efe Odaba, care-experienced broadcaster and author Ashley John-Baptiste, and TOWIE star Lydia Bright. Their presence added a powerful voice to the campaign, underscoring the importance of fostering in changing lives.

This campaign follows the earlier introduction of the Fostering Action Plan by the Children’s Minister in February, along with the Enduring Relationships Programme launched in June. It is bolstered by further reforms aimed at humanising the decision-making process for foster carers and providing digital tools to streamline recruitment. Over 70% of local authorities are now participating in a Fostering Hub, reflecting substantial progress in the initiative.

Innovative Approaches to Foster Care

The government also announced new programmes that will receive funding through the Fostering Innovation Fund, which seeks to explore dynamic and flexible approaches to foster care. Among the 11 successful programmes are initiatives focused on recruiting weekend foster carers, supporting carers facing allegations, and addressing the need for parent-and-child fostering.

These developments not only aim to simplify the process of becoming a foster carer but also enhance the support available to existing carers, ensuring they are well-informed at every stage of their fostering journey. The overall vision is to create a fostering system that is both inclusive and capable of meeting the diverse needs of children in care.
