New Chief Construction and Scientific Adviser Appointed to Enhance Building Safety Standards

Appointment of Chief Construction and Scientific Adviser Marks a New Era in Building Safety

The government has announced significant measures aimed at enhancing the building safety framework, including the appointment of an independent Chief Construction and Scientific Adviser as the Building Safety Levy comes into effect. This pivotal role will oversee the implementation of vital safety reforms in the construction sector.

Professor Sergio Cavalaro, who serves as a Professor of Infrastructure Systems at Loughborough University’s School of Architecture, Building and Civil Engineering, has been appointed as the Chief Construction and Scientific Adviser (CCSA) for a term of three years. His role is strategically aligned with the government’s broader scientific adviser network, highlighting the essential contributions of both the construction and scientific communities to the reform of building safety standards.

This appointment is part of a series of recommendations stemming from the Inquiry report that followed the tragic Grenfell Tower fire in 2017, a disaster that resulted in the loss of 72 lives and revealed critical deficiencies in building safety protocols. The CCSA will offer independent advice on various aspects, including the safety, quality, and resilience of buildings, as well as the productivity of the built environment sector.

Government Prioritises Safety and Accountability

Baroness Blake, the Minister for Building Safety, Fire and Resilience, emphasised the government’s commitment to delivering safer buildings and protecting residents from financial burdens associated with building safety issues. She stated that the Building Safety Levy is a crucial element of this initiative.

Baroness Blake expressed her enthusiasm for the appointment of Professor Cavalaro, highlighting his potential to significantly influence reforms that prioritise safety, robust regulation, and high standards within the sector. The CCSA will also play a key role in ensuring the implementation of additional recommendations from the Inquiry, acting as a liaison among government bodies, regulators, industry stakeholders, academic institutions, and the public.

In his new full-time capacity, Professor Cavalaro will collaborate closely with Thouria Istephan, the Interim Chief Construction Adviser, to ensure a comprehensive transition into his role.

Commitment to Improvement in the Built Environment

Professor Cavalaro expressed his delight in assuming the role of Chief Construction and Scientific Adviser, affirming his dedication to collaborating with the Building Safety Regulator and the broader sector to enhance safety, quality, and productivity in the built environment. He looks forward to providing independent insights and constructive critiques while contributing to government priorities through the established network of Chief Scientific Advisers.

Additionally, the Building Safety Levy, which imposes a tax on new residential developments exceeding ten units, officially began on 1st October. The revenue generated from this levy is intended to finance crucial building safety initiatives, representing a significant aspect of the government’s strategy to ensure that the construction industry plays its part in addressing building safety defects, while safeguarding leaseholders and taxpayers.

It is anticipated that this levy will generate approximately £3.4 billion over the next decade, providing essential funding to eliminate hazardous cladding and enhance resident safety.

Expertise and Experience in Focus

The updates announced today are integral to the government’s ongoing mission to refine the building safety system, instilling confidence in the safety of homes across the nation. Professor Dame Angela McLean, the Government Chief Scientific Adviser, congratulated Professor Cavalaro on his appointment, commending his leadership in scientific research pertinent to the built environment and expressing eagerness to collaborate within the cross-government network of chief scientists.

Professor Sergio Cavalaro: A Background in Excellence

Professor Cavalaro was appointed through an open Civil Service recruitment process and will be working full-time in his new role. The Building Safety Levy applies to new building control applications for eligible residential developments and purpose-built student accommodation, which took effect on 1 October 2026.

With a PhD in construction engineering, Professor Cavalaro is a civil engineer who has provided support to both government and industry on significant national issues. He possesses extensive knowledge of regulatory frameworks in the UK and abroad, having been instrumental in the structural evaluations of Reinforced Autoclaved Aerated Concrete (RAAC). His work has advanced understanding within the sector, informed strategies to maintain hospital operations during the COVID-19 pandemic, and contributed to the national response. Moreover, he has spearheaded collaborative initiatives to promote modern construction methods and enhance safety, quality, and productivity in building and infrastructure development.
