New Measures to Combat Illegal Waste Sites
The Prime Minister is poised to unveil a comprehensive strategy aimed at dismantling the criminal gangs that operate illegal waste disposal sites, reaffirming his commitment to revitalising communities across Britain. This initiative includes enhanced utilisation of drones, a more prominent role for law enforcement agencies such as the police and the National Crime Agency, an increase in Environment Agency officers on the ground, and significantly higher fines aimed at deterring, apprehending, and penalising those involved in illegal dumping.
Mayors will spearhead these efforts within their respective jurisdictions, fostering a revamped collaboration between national and regional bodies and local councils. This reformed partnership is expected to facilitate improved intelligence sharing and operational capabilities at the community level.
Targeted Clean-Up Operations
In tandem with the enforcement strategy, the government is allocating funds for the clean-up of three of the nation’s most egregious illegal waste sites. Collectively, these locations are reported to harbour approximately 22,000 tonnes of illegally disposed waste, adversely affecting an estimated 2,900 families. The sites were selected based on their scale, the risk they pose to surrounding communities, the environmental degradation they cause, and their connections to ongoing non-compliance and organised waste crimes.
Prime Minister Andy Burnham expressed his determination to address the issue, stating, “These toxic dumps have blighted communities for too long. I said we would clean them up – and that’s exactly what we’re announcing today.” He emphasised that the era of profiting easily from waste is over, as authorities are now empowered to track down those responsible, confiscate their assets, and dismantle their operations.
Combating Organised Crime in Waste Disposal
These illegal sites are frequently operated by serious organised crime groups, which is why the government is committed to leveraging the full force of law enforcement in this initiative, collaborating closely with local authorities. This approach builds upon the existing Waste Crime Action Plan, which aims to not only clear current sites but also to prevent the emergence of new ones by targeting the networks facilitating such activities.
With the Prime Minister’s regional strategy for devolution, Mayors and council leaders will take a leading role in safeguarding local communities. A newly established Waste Crime Crackdown Group, chaired by Environment Secretary Angela Eagle, will unite regulators and law enforcement to disband criminal operations and achieve tangible results.
Stronger Legal Framework and Enforcement Powers
Environment Secretary Dame Angela Eagle highlighted that the issue extends beyond mere littering, asserting that large-scale waste sites are often driven by serious organised crime. She stressed the need to harness the full extent of the law to confront and eradicate these issues at their source. “Communities have been subjected to horrendous conditions and denied the pride they deserve in the places they call home. This ends now,” she affirmed.
The strategy encompasses not only the clean-up of existing sites but also proactive measures to halt the cycle of waste crime. This includes enhanced prevention tactics, improved intelligence sharing, and stronger coordination across various agencies.
Pioneering Regional Strategies
West Yorkshire and Greater Manchester will serve as the initial pilot areas for these new region-led strategies to combat waste crime. This will empower Mayors and council leaders to coordinate efforts among councils, police, regulators, and enforcement agencies, with decisions based on regional intelligence and the needs of the communities most affected.
Addressing waste crime is integral to the Prime Minister’s broader mission to restore hope to Britain’s neighbourhoods, demonstrating that long-ignored challenges can indeed be resolved through immediate action and sustainable, long-term strategies. This includes enhanced multi-agency collaboration, stronger national oversight, improved intelligence and analysis, and more effective enforcement tools.
Enhanced Powers for the Environment Agency
The Environment Agency is set to receive greater authority in its battle against waste crime. Offenders who illegally dump waste or fail to manage it properly will now face fines up to £5,000, a significant increase from the previous maximum of £300. For those committing serious offences, more severe penalties such as prosecution and imprisonment are already in place.
Additionally, the number of frontline officers will increase, enabling the Environment Agency to more effectively track down and seize assets obtained through the proceeds of waste crime. New provisions in the Crime and Policing Act 2026 will expedite the enforcement of confiscation orders, further strengthening the Agency’s ability to combat illegal activities.
Continued Efforts Towards Clean-Up
Environment Agency Chief Executive Philip Duffy noted the detrimental impact of illegal waste sites on surrounding communities. By bolstering intelligence and analytical capabilities and collaborating more closely with regional partners, Environment Agency teams will be better equipped to stay ahead of the criminals responsible for these activities and support the recovery of affected areas.
The government remains committed to addressing illegal waste dumping, with three additional sites now earmarked for clearance, pending feasibility assessments. These locations include:
- Power Station Road, Isle of Sheppey, Kent
- Aymer Close, Runnymede, Surrey
- Midland Road, Bradford, West Yorkshire
