Utility firms, encompassing electricity, gas, and water networks, are now under renewed expectations to foster job creation and apprenticeship opportunities throughout the UK as part of their future investments. The government has introduced measures aimed at ensuring that public spending aligns with the interests of communities, driving growth and securing quality employment.
Focus on Utility Companies
Earlier this year, the government took significant steps to redirect central government spending towards serving the public more effectively, issuing new guidelines that mandate public expenditure to generate skills and employment in various regions. In a progressive move, utility companies are now urged to leverage their procurement processes to bolster jobs and skills within the manufacturing sector. Should these companies fail to align with government directives, legislation will be introduced to compel compliance when parliamentary time permits.
Revitalising the Shipbuilding Sector
Additionally, the government is implementing measures to ensure that substantial government expenditure is firmly grounded in the national interest. The National Shipbuilding Office will oversee all future civil ship procurement, establishing a strategic centre aimed at supporting the UK shipbuilding industry. This initiative seeks to create a clearer and more predictable demand pipeline while facilitating a more straightforward procurement process, which will include collaboration with European partners.
Further details on this initiative are expected to be outlined in the upcoming Shipbuilding and Maritime Technology Action Plan from the Ministry of Defence, which is scheduled for release later this year. In a related development, a new research vessel for the Centre for Environment, Fisheries and Aquaculture Science is set to be constructed in the UK, with the contract open exclusively to UK shipyards. This decision aligns with the application of the national security exemption under the Procurement Act 2023, aimed at safeguarding the UK’s sovereign shipbuilding capability, deemed pivotal for national security.
Innovative Maritime Research Vessel
The new vessel, which will replace the RV Cefas Endeavour, is intended to spearhead a national initiative for monitoring UK waters, focusing on tracking fish stocks, pollution levels, and seabed mapping. This state-of-the-art ship will incorporate advanced technologies such as automation, robotics, and artificial intelligence, and will operate on clean fuels. This initiative positions the UK as a frontrunner in marine science while actively reducing environmental impacts.
Establishment of the Insourcing Unit
A newly established Insourcing Unit within the Office for the Prime Minister and Cabinet aims to streamline departmental insourcing efforts. This unit will work to eliminate obstacles that hinder effective delivery and identify collaborative opportunities across the government to enhance value for money and restore direct operational accountability.
The Insourcing Unit will evaluate the feasibility of bringing critical service contracts back in-house, complementing the recently introduced Public Interest Test that applies to most central government service contracts exceeding £1 million. This initiative is designed to curtail spending on consultancy and professional services by developing the talent and resources within the Civil Service.
Furthermore, the unit will assist departments with their insourcing efforts, including previously announced measures. Subject to successful completion of a Public Interest Test, the Cabinet Office plans to reintegrate its building management services, such as cleaning and security staff, back into the organisation as soon as possible, with this transition expected to commence as current contracts expire in 2028.
