Reflecting on Recent Achievements
As we embark on the 81st session, it is essential to acknowledge the substantial accomplishments of the previous Chair and Bureau, whose efforts have propelled our initiatives forward. The agreement reached in June regarding a revised credits methodology serves as a prime example of the benefits that can arise from constructive engagement.
We call upon all members to replicate this spirit of collaboration in our current endeavours, aiming to transform our reform commitments into tangible outcomes that enhance our operational effectiveness on the ground.
Prioritising Practical Reforms
During this Main Session, the United Kingdom will advocate for actionable reforms designed to bolster the United Nations’ efficiency, reinforce accountability, and ensure value for money. Such efforts are vital in amplifying the UN’s positive influence on communities worldwide.
Our focus will centre on three key priorities.
Enhancing the Regular Budget
To begin with, we must address the Regular Budget. Last year saw this Committee endorse the UN80 agenda through a Revised Estimate, yet meaningful reform necessitates ongoing commitment. We welcome the continuation of these efforts in the 2027 budget and anticipate further proposals that aim to reduce senior positions by 2028.
Strengthening the Resident Coordinator System
Secondly, the Resident Coordinator (RC) System plays a crucial role in fostering a coherent UN Development System. We will evaluate the proposals based on the imperative for sustainable and predictable funding, supported by robust accountability measures.
Reviewing the Common System
Lastly, the Committee is set to review the Comprehensive Review and recommendations regarding the Noblemaire principle. This presents a significant opportunity to establish a modern, equitable, and sustainable compensation framework.
In addressing these priorities, our efforts should align with the principles established in resolution 80/251. This includes streamlining reporting processes, minimising duplication, and ensuring that new proposals are accompanied by preliminary financial implications.
Maintaining Momentum for Future Sessions
It is crucial that mandate discipline and budget discipline operate in tandem. We encourage the Secretariat and Bureau to outline how the Fifth Committee will advance this work moving forward.
While the 80th session may have concluded, the momentum of UN80 continues. By fostering the same spirit of constructive cooperation in the sessions ahead, this Committee has the potential to convert reform commitments into practical results, maintain budget discipline, and complete its objectives within the designated timeframe.
In doing so, we can provide the incoming Secretary-General and their team with the strongest possible foundation to effect positive change for people around the globe.
