UK’s Ongoing Commitment to the Colombia Peace Agreement: Local Implementation Highlighted at UN Security Council

Extending Condolences to Colombia

During this first meeting since 10th August, I would like to express our heartfelt condolences to the people of Colombia for the tragic losses they endured during the earthquake on that day. The impact of such natural disasters is profound and resonates deeply within affected communities.

The Complex Journey to Peace

Achieving peace is a challenging endeavour, a reality acknowledged by every nation represented in this Council. Colombia continues to face significant hurdles, with new obstacles emerging throughout the lifespan of any peace agreement. The situation is further complicated by the existence of new armed groups that pose ongoing threats to communities, former combatants, and human rights advocates.

As of 2026, we have witnessed the tragic loss of thirteen peace signatories, underscoring the dangerous environment in which these individuals operate. The proliferation of armed factions not only hampers the implementation of Colombia’s Peace Agreement but also highlights the urgent need for its comprehensive and prompt execution, which includes restoring a robust state presence in regions previously under the influence of the FARC, as noted by the minister.

Progress in Demobilisation Efforts

Despite these challenges, it is important to recognise that Colombia’s Peace Agreement has successfully facilitated the demobilisation of one of the largest and most active guerrilla groups in the region. Currently, over 11,000 former combatants have been demobilised and are actively participating in reintegration programmes, demonstrating their commitment to the principles of the Peace Agreement.

As we approach the tenth anniversary of this historic agreement, the United Kingdom reaffirms its dedication to its complete and effective implementation. We commend the Government of Colombia for its resolution to uphold the constitutional and legal responsibilities that arise from the Peace Agreement.

Strengthening Institutional Frameworks

We acknowledge the Government’s ongoing review process, which we hope will reinforce the institutional framework and funding necessary for the Peace Agreement. It is essential that the agreement, along with its implementation architecture, adequately addresses the needs of the communities most affected by the conflict.

The upcoming five years will be pivotal, representing the final stage of this crucial process. We urge the Government to incorporate the provisions of Colombia’s Peace Agreement into a broader security framework. This approach should simultaneously address the root causes of conflict while enhancing state presence and implementing security and anti-narcotics measures.

Prioritising Vulnerable Communities

In these efforts, it is vital to prioritise the protection of vulnerable communities, including Afro-Colombians, indigenous populations, and children. The United Kingdom remains committed to supporting peacebuilding initiatives at the local level, recognising that sustainable peace and security can only be realised by engaging civilians and survivors who are most affected by conflict.

We understand the importance of working with civil society and valuing the perspectives of local communities. Additionally, we must address the specific risks faced by women and girls, ensuring that effective and sustained protection measures are in place.

The Role of the UN Verification Mission

The United Kingdom continues to regard the UN Verification Mission as a vital instrument for maintaining peace in Colombia. We are eager to present a draft resolution for this Council’s consideration that would renew the Mission’s mandate, and we look forward to engaging in discussions with the Government of Colombia regarding this matter.
