Reappointment of Key Non-Executive Directors at UK Government Investments

His Majesty’s Treasury (HMT) has officially confirmed the reappointment of Dr Vanessa Lawrence CB, Andrew Halford, and Iain Mackay as Non-Executive Directors of UK Government Investments (UKGI). Their new terms will see Vanessa Lawrence serving from 26 September 2026 to 25 March 2029, Andrew Halford from 17 October 2026 to 16 October 2029, and Iain Mackay from 1 November 2026 to 30 April 2030.

UKGI serves as the government’s leading authority on corporate governance and finance, providing essential expertise to facilitate effective decision-making in the national interest.

Chairman’s Statement on the Reappointments

Vindi Banga, the Chair of UKGI, expressed his satisfaction regarding the reappointments, stating, “Andrew, Iain, and Vanessa have all made significant contributions across the organisation, and I am delighted that they have been reappointed to the UKGI Board for a further term. I look forward to continuing to work with them, alongside the rest of the Board, as we support UKGI in delivering its strategy and HMG’s wider objectives.”

The process for these reappointments was overseen by the Commissioner for Public Appointments (OCPA) and adhered to the Governance Code on Public Appointments established by the Cabinet Office. These appointments are made strictly on merit, ensuring that political affiliations had no influence over the decision-making process. It is noteworthy that none of the reappointed directors declared any political activity.

Professional Backgrounds of the Reappointed Directors

Dr Vanessa Lawrence was appointed as a Non-Executive Director of UK Government Investments in September 2023. With over 35 years of experience in the digital data sector, she possesses extensive knowledge in geographical information and space applications.

Andrew Halford, who joined UKGI as a Non-Executive Director in October 2023, currently holds the position of Chief Financial Officer at Aareal Bank AG and serves as a Non-Executive Director at Relx.

Iain Mackay was appointed as a Non-Executive Director in November 2023. He has had a distinguished career in finance, culminating in his role as Chief Financial Officer at GSK plc, from which he retired in April 2023.

UKGI’s Role and Responsibilities

UKGI stands as the government’s centre of expertise in corporate governance and finance, providing critical advice and innovative solutions that translate governmental decisions into tangible outcomes for the nation. It acts as a shareholder representative, leading the establishment of the most complex and commercially focused arm’s length bodies on behalf of various sponsor departments.

Furthermore, UKGI plays a pivotal role in advising on significant corporate finance matters, including financial interventions in corporate structures, financial transactions, and corporate finance negotiations. The organisation is also tasked with analysing the UK Government’s financial assets and liabilities.

Owned by HM Treasury, UKGI operates independently under a Board primarily composed of independent non-executive directors. The organisation collaborates closely with both private and public sectors, engaging with ministers, Parliament, and Whitehall departments to ensure effective governance and financial oversight.
