Creating Job Opportunities through the National Wealth Fund
The recent announcement from the Chancellor reveals an ambitious plan to utilise the National Wealth Fund to generate and sustain an additional 130,000 jobs throughout the United Kingdom by the year 2030. This initiative aims to foster employment in key sectors, including artificial intelligence, technology, defence, and clean energy. The government intends to leverage the current capital of the National Wealth Fund to support the creation of high-quality job opportunities, thereby bolstering the UK economy.
Significant Investment by Rolls-Royce
In a significant boost to the advanced manufacturing sector, Rolls-Royce has committed to a monumental £300 million investment in its manufacturing and engineering capabilities across the UK. This substantial funding underscores the company’s dedication to the UK’s advanced manufacturing landscape, with investments earmarked for various factories nationwide.
In Derby, for example, Rolls-Royce is allocating over £140 million towards the development of new engineering and manufacturing services facilities, which will facilitate future growth and bolster the roles of over 10,000 employees. Meanwhile, in Bristol, where the UK’s military power and propulsion are centred, the company is investing more than £90 million in a comprehensive facility upgrade programme, thereby supporting its workforce of over 3,500 skilled engineers.
Moreover, a £43 million investment at Inchinnan in Glasgow will introduce advanced machinery for the production of new engine components. In Rotherham, Rolls-Royce plans to invest £19 million in its Advanced Blade Casting Facility, which aims to double the output of advanced turbine blades—an essential component of jet engines—by 2030.
Enhancing Local Apprenticeship Services
Local leaders possess invaluable insights into their communities, making them ideally suited to connect young individuals with small businesses and foster necessary apprenticeships. The Budget 2025 introduced government funding to initiate a pilot programme for apprenticeship brokerage within certain Mayoral Strategic Authorities. Building on this, the Chancellor has announced an expansion of funding to all 14 existing Mayoral Strategic Authorities with directly elected mayors, enabling them to provide local apprenticeship services across England from Spring 2027.
To further the government’s commitment to broadening apprenticeship opportunities for youth, an additional £100 million over two years will be allocated. This funding is expected to double the number of regions facilitating connections between young people and local employers. With mayoral leadership driving this initiative, thousands more youth apprenticeships are anticipated, offering young individuals a pathway to kickstart their careers.
Furthermore, this initiative is complemented by comprehensive government support for other regions, including full funding of training and assessment costs for eligible apprentices aged 16 to 24, alongside the £3,000 Youth Jobs Grant. The government’s aspiration is to establish strategic authorities nationwide by the end of 2028.
Reviving the Union Learning Fund
In a further commitment to workforce development, the Chancellor has confirmed an annual allocation of £15 million to revive the Union Learning Fund in England. This fund is designed to assist working individuals in acquiring new skills, advancing in their careers, and adapting to technological changes, including those brought about by artificial intelligence.
Previously, the Union Learning Fund generated approximately 180,000 learning opportunities annually and will leverage the trusted relationships that trade unions have within the workplace to reach employees and facilitate access to training through their employers and existing skills programmes.
This initiative aims to empower British workers to engage with AI technologies rather than be left behind. Notably, individuals do not need to be union members to benefit from this fund, which offers potential support ranging from foundational English, maths, and digital skills, to training opportunities in burgeoning sectors such as advanced manufacturing.
The forthcoming Budget will provide detailed information on how the expansion of apprenticeship brokerage and the revitalisation of the Union Learning Fund will be fully financed through savings identified by the Department for Work and Pensions.
