UK Collaborates with Global Allies to Safeguard the Two-State Solution: UN Security Council Statement

Commitment to a Two-State Solution

During the recent High-Level Week, there was a pronounced and consistent affirmation of the commitment to achieving a two-state solution. This approach remains the only viable route towards a brighter future for both Israelis and Palestinians, founded on the principles of enduring peace and security for all parties involved. However, the viability of this solution is increasingly jeopardised by the current realities on the ground.

The Impact of Recent Violence

The Prime Minister has unequivocally condemned the terrorist attack on Israel that occurred on 7th October 2023, describing it as monstrous and denouncing the actions of Hamas in the strongest possible terms. The United Kingdom stands firmly with Israel amidst ongoing threats, particularly those emanating from Iran. Nevertheless, it is important to note that such threats do not legitimise the actions taken by the Israeli government in the West Bank and Gaza.

In the West Bank, Israel’s rapid expansion of settlements contravenes international law and directly opposes Resolution 2334. The E1 settlement project is approaching a critical tipping point, and while reports suggest that the deadline for bids may be postponed, such a temporary delay is insufficient. This project has the potential to sever East Jerusalem from the West Bank, thereby undermining the feasibility of a two-state solution.

Addressing Settler Violence

In parallel with the swift expansion of settlements, there has been a concerning rise in violence perpetrated by settlers. It is imperative that the Israeli government takes decisive action to prevent violence in all its forms and ensure accountability for those responsible. The practice of granting pardons or opting not to prosecute Israeli soldiers involved in violent acts sends a detrimental message that must be addressed.

The United Kingdom is collaborating with international partners to safeguard the two-state solution. In this context, we have expressed our intent to legislate against the importation of goods from illegal settlements and to impose sanctions on individuals and entities that finance or support these settlements. Our position remains clear: we consider the Israeli occupation of Palestinian land to be unlawful.

Supporting Palestinian Authority and Economic Reform

We continue to advocate for the reform agenda of the Palestinian Authority and commend its commitment to conducting elections. Establishing credible, transparent, and reformed public institutions is vital for the future of a Palestinian state. We also welcome Israel’s recent extension of correspondent banking relationships, but urgent measures are necessary to reverse policies that are debilitating the economy of the West Bank.

These measures should include the release of clearance revenues to the Palestinian Authority, the establishment of sustainable and predictable banking arrangements, and the easing of movement and access restrictions to facilitate trade and improve employment opportunities.

Humanitarian Efforts in Gaza

With regard to Gaza, the United Kingdom is steadfast in its commitment to implementing Resolution 2803 and the 20-Point Peace Plan. It is essential that Hamas decommissions its weapons, dismantles its terrorist infrastructure, and relinquishes its control over Gaza entirely. To support humanitarian efforts, the United Kingdom has allocated $117 million for humanitarian and early recovery assistance this year. However, it is crucial to ensure that this aid reaches those in need.

As winter approaches, the urgency of the situation cannot be overstated. Recently, the Foreign Secretary, alongside Jordan and Qatar, convened partners to rally behind a Call to Action focused on improving humanitarian access and healthcare in Gaza. The priority must now shift to translating this collective commitment into tangible improvements for the people affected.

The Path Forward

It is imperative that Israel lifts all restrictions on humanitarian aid, ceases hostilities in Gaza, and withdraws its forces. We find ourselves at a pivotal moment in history. The people of both Israel and Palestine deserve a peaceful and prosperous future. This Council must take every possible action to uphold the two-state solution, enhance stability in the West Bank, and bring an end to the suffering in Gaza.
