Construction Underway for New Infrastructure at Beacon Barracks
A ceremonial event has taken place to officially commence the construction of £206 million worth of new and enhanced infrastructure at Beacon Barracks in Stafford. This development aims to bolster the capabilities of the Royal Engineers, Royal Military Police, Intelligence Corps, and the Joint Military Command Centre, directly enhancing their operational efficiency.
This ambitious project, executed under the Defence Estate Optimisation (DEO) Portfolio, is intended to facilitate the relocation of the Royal Engineers Works Groups from Chetwynd Barracks in Chilwell, along with the 174 Provost Company and 262 Military Intelligence Section from Venning and Parsons Barracks in Telford by 2029.
Modern Facilities for Enhanced Operational Effectiveness
The Defence Infrastructure Organisation (DIO) has engaged Bovis to undertake the construction, which encompasses the establishment of two new Single Living Accommodation blocks, each designed to accommodate 116 personnel. Additionally, dedicated workspaces will be constructed for the Royal Engineers, Intelligence Corps, and the Joint Military Command Centre, alongside a new police station for the Royal Military Police.
New storage facilities, including an armoury, will be created, and several existing structures will undergo refurbishment to provide additional offices, storage spaces, garages, and training facilities. The designs for the new constructions feature modern sustainable technologies such as air source heat pumps, photovoltaic systems, rainwater recovery systems, energy-efficient ventilation with heat recovery, and advanced lighting systems.
Commitment to Social Value and Career Pathways
During the construction phase, Bovis is dedicated to implementing a social value programme that aims to create pathways into construction careers. This initiative will facilitate apprenticeships and work placements, fostering future talent in the sector.
On 29 October, Belinda Lunn, DEO Army Programme Director, and Major Davies, Officer Commanding Stafford Support Unit, symbolically broke ground at the site of one of the new facilities.
Significance of Investment in Defence Infrastructure
Belinda Lunn commented on the occasion, stating, “The commencement of the main construction phase at Beacon Barracks marks a pivotal milestone in delivering modern, fit-for-purpose facilities for our personnel. This investment will significantly enhance the daily experiences of our service members, improve operational effectiveness, and ensure the Defence estate is utilised as efficiently as possible.”
Warren Webster, DIO’s Major Programmes and Projects Director, expressed his satisfaction with the collaborative efforts involved in the project, noting that these joint initiatives are crucial for the successful delivery of this significant investment, which will accommodate additional personnel and bolster Defence capabilities.
Looking Forward to Future Developments
Major Davies highlighted the significance of this investment, stating, “This event signifies the beginning of yet another substantial investment in Beacon Barracks over the past decade. We eagerly anticipate welcoming our colleagues from the Royal Engineers, Royal Military Police, Intelligence Corps, and Joint Military Command Centre, and we are committed to working alongside our partners at DIO and Bovis to ensure the new and upgraded facilities meet their operational needs.”
Andrew Mackay, Managing Director of Public Sector at Bovis, expressed pride in being part of the upgrades at Beacon Barracks, emphasising the importance of modern, high-quality infrastructure that supports the Armed Forces and their families. He looks forward to advancing this project and establishing a lasting legacy for those residing and working at the barracks.
Following the relocation, the Chetwynd Barracks, Venning Barracks, and Parsons Barracks sites will be redeveloped, with plans for nearly 1,300 new homes at Chetwynd Barracks, the most extensive of the three locations.
