Minister Kumaran’s Landmark Caribbean Visit
Minister Uma Kumaran recently embarked on her inaugural visit to the Caribbean as the Minister for the Overseas Territories, Caribbean and Global Technology. Her trip to the Dominican Republic marks a significant step in strengthening ties between the UK and Caribbean nations.
Arriving from the Turks and Caicos Islands, the Minister engaged with local leaders to discuss critical issues such as regional security, migration, and climate resilience. The discussions also addressed the ramifications of the ongoing instability in Haiti on neighbouring Caribbean nations and UK Overseas Territories.
Strengthening Partnerships and Priorities
The visit aims to bolster the UK’s partnership with the Dominican Republic, focusing on shared priorities such as infrastructure, investment, climate resilience, and the empowerment of women and girls. In her early meetings, Minister Kumaran had discussions with senior Dominican government officials, including Foreign Minister Víctor Bisonó. They explored avenues for economic cooperation and enhancing security in the region.
In the coming days, Minister Kumaran is scheduled to meet with representatives from the United Nations and other regional organisations. The agenda will centre on addressing security and stability issues in Haiti, where ongoing gang violence has exacerbated humanitarian challenges and migration pressures across the Caribbean, including within the UK’s Overseas Territories.
Addressing Human Rights and Security Challenges
The UK is actively collaborating with various partners to confront these pressing challenges. Recent initiatives include a commitment of £5.6 million (approximately US$7.5 million) over two years to support human rights compliance by the Gang Suppression Force in Haiti. This programme will be facilitated through the UN Office of the High Commissioner for Human Rights (OHCHR).
In her remarks, Minister Kumaran emphasised the importance of the UK-Dominican Republic partnership, stating, “We are close partners, working together to support stability in Haiti, strengthen regional security, and unlock opportunities for growth and investment.” She expressed her enthusiasm for her first visit to the Caribbean, highlighting the multifaceted agenda aimed at translating shared priorities into actionable results.
Fostering Economic Growth and Infrastructure Development
The Minister’s programme also underscores the UK’s commitment to economic growth and infrastructure development in the region. Minister Kumaran is set to meet with government and business leaders to discuss collaborative opportunities in clean energy and infrastructure financing. This includes engaging with UK-based company Mott MacDonald and Dominican energy partners involved in significant infrastructure projects.
Such initiatives have already paved the way for expanding partnerships and creating prospects for future hydropower rehabilitation projects, thereby fostering economic growth and job creation in both the Dominican Republic and the UK.
Commitment to Women’s Rights and Climate Resilience
The Dominican Republic faces ongoing challenges concerning the rights of women and girls, with approximately 32% of women aged 20 to 24 entering into marriage or unions before the age of 18, and two-thirds of women experiencing violence during their lifetime. Minister Kumaran’s visit aims to underscore the UK’s dedication to empowering women and girls in the region.
During her visit, Minister Kumaran will engage with UK-supported programmes designed to provide girls and young women with access to new opportunities while addressing harmful practices such as child marriage and early unions. She will meet beneficiaries of initiatives like the Girls First Fund, to which the UK has contributed over £2 million.
Concluding Discussions on Climate and Regional Security
The visit will also encompass discussions on climate resilience and environmental sustainability, highlighting the collaborative efforts between the UK and the Dominican Republic to support sustainable development and enhance community resilience.
The trip is set to conclude with discussions focused on Haiti and regional security, including meetings with United Nations officials, counter-narcotics partners, and organisations dedicated to combating organised crime and instability across the Caribbean. This comprehensive agenda reflects the UK’s commitment to fostering stability and prosperity in the region.
