UK Statement at the UN Security Council: The Crucial Role of the Peace Agreement in Addressing Colombia’s Ongoing Conflict Factors

Support for Colombia’s Peace Agreement

The United Kingdom has expressed its enthusiastic support for the recent adoption of key measures aimed at reinforcing Colombia’s 2016 Peace Agreement. The UK firmly believes that a thorough and comprehensive implementation of this agreement across all its facets is crucial for establishing enduring peace in the region.

As we mark a decade since the agreement’s inception, one critical lesson stands out: the protection of the progress achieved through the agreement and the need to confront contemporary security challenges are not opposing goals. Instead, these objectives are interconnected and essential for both Colombia’s future and the stability of the wider region.

Commitment to Rural Development

The UK welcomes the Colombian Government’s dedication to advancing rural reform, which will now be integrated into domestic institutions. As highlighted by Foreign Minister Bula during discussions in this very chamber on 12 October, this commitment encompasses vital elements such as formalising land ownership, enhancing infrastructure, and creating economic opportunities for rural communities.

As we approach the tenth anniversary of the Peace Agreement, it is important to recognise the noteworthy achievements that have been accomplished. Over 11,000 former combatants have successfully demobilised and remain dedicated to upholding the terms of the agreement.

Ongoing Challenges and Security Concerns

Nevertheless, significant challenges persist. Violence and the changing dynamics of conflict continue to pose threats to communities, while illicit economies exacerbate these issues. The Peace Agreement is fundamental to addressing the underlying factors that perpetuate conflict in Colombia.

It is vital that the implementation of the agreement is accompanied by a stronger state presence, effective territorial development, and robust security policies. The United Kingdom is pleased to see these priorities reflected in the resolution adopted today.

The Importance of the United Nations Mission

Furthermore, we want to emphasise the importance of the United Nations Mission in Colombia. As the situation in the country evolves, so too must the Mission’s approach. Its capacity to provide credible verification and maintain engagement in areas affected by conflict is more critical than ever.

The resolution passed today extends the Mission’s mandate until 31 October 2027, with a specific focus on verifying the implementation of security measures, demobilisation processes, and the reintegration of former combatants into society.

Steadfast Commitment to Peace

The United Kingdom’s commitment to the Colombian people and their pursuit of lasting peace remains unwavering. We stand firm in our support for the implementation of the Peace Agreement and the broader efforts to achieve a stable and secure Colombia.
