Last month, the Board of Governors of the International Atomic Energy Agency (IAEA) took a significant step by referring Iran to the United Nations Security Council due to its ongoing failure to comply with nuclear safeguards obligations. This marked the first such referral in two decades, underscoring the severity of the concerns expressed by the international community.
This action stemmed from the Board’s determination in June 2025, which indicated that Iran was not adhering to its commitments under the Comprehensive Safeguards Agreement. Throughout this period, Iran has had ample opportunities to rectify its non-compliance.
Notably, Iran has accumulated a stockpile of over 400 kilograms of uranium enriched to 60%. This level of enrichment is unprecedented for any nation without nuclear weapons and lacks a credible justification for civilian use. Moreover, for over a year, this stockpile of highly enriched uranium has gone unaccounted for.
Iran has consistently denied the IAEA access necessary for inspections at its most proliferation-sensitive nuclear facilities, raising alarm among the international community. Consequently, in June 2026, the IAEA reported its inability to reach a safeguards conclusion regarding this nuclear material, clearly stating that this situation posed a proliferation risk.
The Need for Accountability
Despite numerous opportunities to amend its course, Iran’s refusal to address its non-compliance has left the international community with no alternative but to escalate the matter to the Security Council. This decision by the Board reflects a compelling need for accountability and action.
However, there is still a viable pathway forward. The IAEA has consistently articulated its readiness to resume safeguards activities in Iran at a moment’s notice, as reiterated by Director-General Grossi earlier today. A crucial first step in this process involves Iran permitting the return of IAEA inspectors to all nuclear sites.
Verification is vital for restoring international confidence in the peaceful intentions behind Iran’s nuclear programme. It is imperative that all Member States remain vigilant regarding the seriousness of Iran’s ongoing non-compliance and actively urge Iran to meet its safeguards obligations while cooperating in good faith with the International Atomic Energy Agency.
Commitment to Diplomatic Solutions
The United Kingdom remains steadfast in its commitment to achieving a durable and sustainable diplomatic resolution that guarantees Iran will never develop or acquire nuclear weapons. The path ahead requires collaboration and transparency to ensure regional and global security.
It is essential that the international community continues to engage with Iran constructively, urging compliance and fostering dialogue that prioritises peaceful outcomes. The stakes are high, and the implications of failure in this regard are profound, necessitating a united and resolute response from all involved parties.
