Over Two-Thirds of New Civil Service Positions Established in Growth Locations

Empowering Regional Growth through Civil Service Expansion

Recent initiatives have seen over two-thirds, approximately 67%, of newly established full-time Civil Service positions allocated to key regional hubs across the United Kingdom. This strategic move is part of the Places for Growth programme, which aims to stimulate economic development by decentralising Civil Service roles from the traditional centre of power in London to various regional locations.

Communities across the UK are reaping the benefits of this approach, with four out of five civil servants now working outside the capital. This shift is a direct response to the Prime Minister’s commitment to dismantle centralisation upon assuming office. His pledge to devolve power from Westminster and enable local decision-making has begun to take tangible form, allowing communities to have a greater say in the governance that affects their daily lives.

In the first month of his administration, the Prime Minister initiated a comprehensive set of measures designed to reinforce local leadership and facilitate sustainable growth across all regions. The Places for Growth initiative is laying the groundwork for these ambitions, providing a framework that enhances the Civil Service’s proximity to the communities it serves. Recent data indicates that since the programme’s inception, over 24,621 roles have been relocated outside of London, surpassing the initial target of 22,000 three years ahead of schedule.

Transforming Leadership Dynamics Across the UK

In addition to expanding the geographical distribution of Civil Service roles, substantial progress is being made towards relocating half of the senior leadership positions within the service to regions and nations. As of March 2026, 36.6% of UK-based Senior Civil Servants are now stationed outside London, a critical step in fostering robust connections within local communities and enhancing collaboration across governmental and industrial sectors.

Mark Ferguson, Minister for the Cabinet Office, emphasised the importance of this transformation, stating, “We are shifting power and decision making to local communities to ensure that we have a truly UK-wide Civil Service.” He highlighted that policymakers must reflect the diverse fabric of the nation to better understand the implications of their decisions on local communities.

This approach embodies a philosophy of devolution both by design and default, seeking to harness talent throughout the country and adapt the workings of government to contemporary needs. By embedding leadership within English regions and the Nations, the initiative aims to foster relationships that promote collaboration between central government, regional bodies, and local industries, thereby supporting job creation and economic growth in every postcode.

Strengthening Local Governance and Career Opportunities

The recent announcement regarding the posting of Whitehall officials into mayors’ offices aligns with this vision of decentralisation. High-performing civil servants will be seconded to mayoral authorities as part of a broader strategy to enhance local capabilities and accelerate the transfer of powers to regional governance structures.

Furthermore, a new pilot programme for the Civil Service Fast Stream has been launched in Yorkshire and the Humber, enabling young people to pursue fulfilling careers without the necessity of relocating to London. This reflects a growing recognition of the importance of retaining talent within local communities.

No.10 North serves as the central hub for these progressive policies, uniting various departments under a common goal of devolving power and catalysing growth across the nation. By transitioning government functions away from London, the initiative aims to fortify local bonds and ensure that national policies align more closely with regional realities. This alignment is vital for driving community investment and establishing a responsive, modern public service.

This partnership is essential for delivering a modern, world-class public service that resonates with the needs and aspirations of all citizens.
