Accelerate Your Planning Decisions: How New Regulations and AI Combat Delays

Accelerated Planning Decisions for Homeowners and Businesses

Homeowners seeking to extend or convert their lofts, as well as small businesses wishing to enhance their premises, are set to benefit from expedited planning decisions as a result of newly implemented regulations aimed at reducing unnecessary delays. Effective from today, straightforward applications will now be managed by expert planning officers, eliminating the need for applicants to wait for a slot in a planning committee. This change is expected to provide families, shopkeepers, and pub landlords with quicker resolutions to their applications.

The introduction of the National Scheme of Delegation will not only enhance certainty for applicants but will also allow councillors to concentrate on more complex developments that require their attention. This initiative represents a significant shift in the planning process, aimed at making it more efficient and responsive to the needs of the community.

Moreover, the recruitment of 420 new planners through government-supported programmes has exceeded the government’s commitment to add 300 planners by 2024, achieving this milestone more than two years ahead of schedule. This increase in workforce is anticipated to further streamline the planning process, providing homeowners and businesses with faster decisions.

Innovative AI Technology to Enhance Efficiency

In addition to the recruitment of planners, the integration of advanced AI technology is set to transform the planning landscape. Developed in collaboration with Google DeepMind, Google Cloud, Faculty, and local authorities, the new AI tool, PlanAssist, is designed to alleviate the administrative burden on planners. By consolidating applications, policies, and site constraints into a single platform, PlanAssist significantly reduces the time spent on key planning tasks, with early tests demonstrating a reduction of 58%. This, in turn, has halved the processing time for routine household applications from eight weeks to just four.

Following successful trials in Camden, Barnet, and Dorset Councils, PlanAssist is slated for expansion to 15 councils over the next year, with ambitions to make it available to all councils across England by the end of 2027. With household applications constituting nearly 70% of all planning applications annually, these changes are expected to improve the efficiency of the planning service, allowing planners to dedicate more time to complex cases.

Government Commitment to Planning Reforms

Housing Secretary Angela Rayner has expressed the government’s commitment to ensuring that families seeking more space and businesses aiming to expand are not hindered by unnecessary delays in obtaining planning approvals. The government is equipping councils with the necessary personnel and tools to facilitate faster processing of applications, while also allowing planners to focus on significant developments that meet community needs.

Rayner has highlighted the achievement of surpassing the manifesto commitment to recruit 300 planners, aiming instead for a total of 1,400 new recruits by the conclusion of this parliamentary term. This reflects a proactive approach towards enhancing the planning system and addressing the housing demands of the nation.

AI Minister Kanishka Narayan emphasised the practical application of AI in streamlining the planning process, ensuring that families experience fewer delays when seeking approvals for home improvements. This initiative signifies a concerted effort to leverage technology for the benefit of the public while enabling skilled planners to concentrate on larger projects that will contribute to the UK’s housing supply.

Collaboration with Tech Leaders to Drive Change

Tech industry leaders involved in the development of PlanAssist have underscored its potential in transforming the planning process. Owen Larter, Senior Director at Google DeepMind, noted that the AI tool allows planning officers to allocate more time to evaluating applications rather than dealing with administrative tasks. The expansion of this tool to additional councils is viewed as a critical step towards enhancing the efficiency of local planning services.

Maureen Costello, Vice President at Google Cloud, highlighted the dual focus of this initiative: digitising local councils’ paperwork and building an intelligent system capable of addressing operational backlogs. The successful testing phase has laid a solid foundation for the broader roll-out of PlanAssist, which aims to facilitate faster processing of household applications, thereby aiding the UK in achieving its national housing targets.

Paul Maltby, Director of Public Services at Faculty, emphasised the importance of creating a trustworthy AI system tailored to the specific needs of planning officers. The current system has successfully halved the application review time, demonstrating its effectiveness in alleviating pressures within the planning system.

Investments in Future Planning Professionals

The government is also making significant investments to foster the next generation of planning professionals. Through the Incubator for AI project, the applied AI team is working alongside the Prime Minister’s AI Taskforce to reduce bureaucracy and enhance public services.

In the 2026/27 financial year, the Department has allocated over £14 million to develop pathways into the planning profession, including the Pathways to Planning graduate scheme and Public Practice. These initiatives are designed to provide structured training for graduates and mid-career professionals, respectively, ensuring that local planning authorities are equipped with a skilled workforce capable of meeting the evolving demands of the sector.

By investing in the training and recruitment of new talent, the government is taking comprehensive steps to strengthen local planning services while addressing the pressing need for new homes and infrastructure across the country.
