Final Reflections from the Interim Chief Construction Adviser
Today marks a significant milestone in the ongoing efforts to enhance building safety in the UK, as the Interim Chief Construction Adviser (CCA) releases her final report. This document encapsulates the progress made over the last year and outlines both the challenges and opportunities that lie ahead in the realm of building safety reforms. The release coincides with the government’s latest quarterly update regarding the Grenfell Tower Inquiry, shedding light on the comprehensive measures being undertaken to address the catastrophic failures exposed by the Grenfell fire.
Last year, Thouria Istephan was appointed as the interim CCA following a recommendation from the Grenfell Tower Inquiry, which emphasised the need for an independent expert voice to guide governmental reforms. As her tenure draws to a close, Istephan’s report highlights key policy milestones, such as the introduction of the Construction Products White Paper, plans for establishing a Single Construction Regulator, and the formulation of a strategic framework for building professions.
Commitment to Safety and Regulation
Baroness Blake, the Building Safety Minister, reaffirmed the government’s dedication to learning from the tragic events of the Grenfell Tower fire. She emphasised that the role of the interim CCA has been crucial in shaping safety reforms over the past year. The emphasis on robust regulation and high standards within the built environment sector remains a priority, as the government strives to restore public confidence in the safety and quality of housing.

Progress on Grenfell Tower Inquiry Recommendations
The report also brings to light the completion of nine additional recommendations from the Grenfell Tower Inquiry since May, raising the total number of fulfilled recommendations to 30 since February 2025. Notably, the operationalisation of the Building Advisory Committee and the Fire Safety Working Group has brought together key expertise from both academia and industry, fostering improvements across the building safety landscape.
Moreover, £13 million has been allocated to UK higher education institutions to nurture the next generation of fire engineering professionals, thereby developing a skilled workforce essential for ensuring public safety. Fire and rescue services are also making strides to enhance their operational learning and support for firefighters, with updated guidance on critical areas such as decision-making and communication protocols now in effect.
Ensuring Transparency and Community Engagement

In response, new dashboards have been introduced to publicly track progress on accepted recommendations from various inquiries, alongside regular updates on the implementation of Grenfell-related measures. Additionally, Parliament plays a pivotal role in monitoring the execution of these recommendations, with the Public Administration and Constitutional Affairs Committee (PACAC) expected to conclude its investigations by early 2027.
