Independent Review Announced Following Tragic Murder of Henry Nowak
The Home Secretary has initiated a comprehensive independent review into the circumstances surrounding the tragic murder of Henry Nowak. This review aims to ensure that valuable lessons are gleaned from this case in order to prevent similar tragedies from affecting other families.
This investigation will be conducted in two phases. The first phase will scrutinise whether there were missed opportunities to avert Henry’s murder, focusing on the known background of the perpetrator, Vickrum Digwa, during the five years leading up to the attack. This examination will encompass various agencies including the police, health services, local councils, educational institutions, and faith organisations, with particular attention to any concerns regarding weapon possession and instances of violent or erratic behaviour.
Additionally, Phase 1 will assess the treatment received by the Nowak family from various agencies within the criminal justice system following Henry’s death. This includes evaluations of interactions with the police, the Crown Prosecution Service, HM Courts and Tribunals Service, and the HM Prison and Probation Service.
Subsequent Examination of Police Actions
Phase 2 of the review will commence once the Independent Office for Police Conduct (IOPC) completes its investigation into the actions of police officers present at the crime scene. This phase will review the IOPC’s findings and, if necessary, the conduct of the police involved.
The former Lord Chancellor, Rt Hon Alex Chalk KC, has been appointed to lead this urgent independent review, with a report on Phase 1 expected by March 2027. The Home Secretary expressed her gratitude for his willingness to take on this significant responsibility, highlighting his considerable expertise and commitment to addressing the complexities of this case.

She acknowledged the immense pain endured by Henry’s family and friends and commended the Nowak family for their remarkable courage and dignity in seeking answers. Mahmood noted that Henry’s case has raised critical questions regarding the adequacy of preventive measures and the response of public authorities in the aftermath of the tragedy.
This review aims to thoroughly investigate these concerns, leaving no stone unturned in the quest for answers. The Home Secretary underscored her confidence in Alex Chalk’s ability to carry out this review with the necessary rigour and independence that Henry’s case warrants.
Family’s Response to the Review Announcement
The Nowak family expressed their relief at the announcement of the independent review, viewing it as a pivotal moment in their pursuit of justice. Since the tragic murder of Henry, they have tirelessly sought answers to questions that no family should ever have to confront. They expressed particular gratitude to Home Secretary Shabana Mahmood for acknowledging their concerns and taking decisive action, as well as to Rt Hon Alex Chalk KC for agreeing to steer the review. While this represents a crucial step forward, the family acknowledges that their journey for justice is far from over.

In light of the Nowak family’s call for action, the government has reiterated its commitment to combating knife crime. Recognising the importance of preventing similar tragedies, the government is pursuing a multifaceted strategy aimed at halving knife crime rates.
