New Appointments to the Advisory Council
The National Infrastructure and Service Transformation Authority (NISTA) has welcomed five distinguished individuals to its Expert Advisory Council (EAC) as part of its initiative to enhance the UK’s economic and social infrastructure and housing transformation programme. This strategic move aims to bolster the authority’s capacity in implementing the government’s ambitious plans.
These appointments include a diverse group of specialists from various sectors, including infrastructure delivery, finance, energy, and service transformation. They join Julia Prescot CBE, who has served as the Chair since February 2026. Together, this team is poised to provide invaluable guidance and expert insights that will inform NISTA’s strategic efforts.
Expertise to Enhance Strategic Planning
The primary role of the Expert Advisory Council is to offer independent expert advice and constructive criticism, thereby supporting NISTA in its endeavours related to infrastructure strategic planning, project execution, private financing, and public service transformation. The new members collectively bring a wealth of knowledge from their respective fields, which will significantly enhance the effectiveness and impact of NISTA’s outputs.
The newly appointed members are:
- Professor Jim Hall FREng FRS: A leading figure in climate and environmental risks at the University of Oxford, he is renowned for his expertise in infrastructure systems and spatial planning.
- Fiona Driscoll: An accomplished board chair and independent director, she possesses extensive knowledge in governance, assurance, strategy, public service reform, and digital transformation.
- Simon Wright OBE: A prominent expert in infrastructure delivery, Simon has played a vital role in projects like Crossrail, HS2, and the London 2012 Olympic and Paralympic Games.
- James Wardlaw: With over 25 years of experience in government, investment management, and global advisory roles, James is a specialist in infrastructure finance.
- Philippa Powell: An expert in clean energy and infrastructure, Philippa has significant experience in offshore wind, energy transition, and project execution.
Strengthening Infrastructure Decision-Making
The formation of the Expert Advisory Council is a critical step towards integrating external expertise into infrastructure decision-making processes. By fostering stronger connections among government, industry, and investors, the Council aims to enrich the advisory framework that NISTA operates within. It is essential to note that the Council serves in an advisory capacity and does not possess decision-making authority; such responsibilities remain with ministers, government departments, and NISTA leadership.
