Prime Minister’s Keynote Address at the Rough Sleeping Summit – 26 October 2026

Gathering for Change

Today marks the inaugural summit on rough sleeping, held here at Downing Street, and it is heartening to see so many individuals who have travelled from various corners to join us. Your presence is invaluable, and I extend my sincere gratitude to each of you.

As we stand in this significant location, it is essential to take a moment to reflect on the importance of our gathering. We are here to discuss the plight of those who often feel overlooked and neglected, individuals who experience the harsh reality of being passed by each day without acknowledgment. It is my hope that the discussions we engage in today resonate beyond these walls, offering a glimmer of hope to those who might feel that no one cares. This is a powerful starting point for our collective efforts, as I firmly believe that when we unite with a common purpose, this nation can achieve remarkable outcomes.

Building a Unified Front

In this room, we are joined by representatives from the charitable sector, local communities, and the private sector, all of whom are crucial to our mission. I want to take a moment to appreciate the contributions of everyone present. Keely, your ability to galvanise support is inspiring, and the work you have accomplished with The Brick is commendable.

Today’s summit serves as a rallying point for all of us to come together and communicate a clear message about our identity as a nation. We are a country that refuses to accept the existence of rough sleeping as a norm. We have the capability to address this issue, as Louise has pointed out; we have overcome similar challenges in the past. Thus, the focus of our discussions today is not merely on the problem itself, but on the solutions we can implement.

A Commitment to Lasting Change

I assure you that the commitment expressed today is not fleeting. Under my leadership and that of this government, our efforts will reflect a permanent initiative, akin to the successful strategies of the early 2000s. Our support will be steadfast as we navigate this journey together, providing a foundation for long-term planning and sustainable solutions.

We have the resources necessary to offer effective support this year, and I commend Angela and her team for the groundwork laid in collaboration with the Homelessness Minister. However, it is imperative to focus not only on immediate solutions but also on the subsequent steps we will take in the future.

A Whole Government and Society Approach

It is critical that our approach encompasses all levels of government, ensuring that every department plays a role in this initiative. We have discussed this matter within the Cabinet, and I am pleased to report that we have garnered support from all areas of government. This collective effort extends to local government, and I acknowledge the presence of Councillor Eamonn O’Brien, Chair of the LGA, who is here with us today.

Only by aligning our efforts can we achieve the meaningful change we aspire to. My own experiences as Mayor of Greater Manchester have taught me the importance of collaboration in addressing homelessness. We have learned that recovery is often a gradual process, unique to each individual, and requires a compassionate approach.

Personal Connections Matter

As we embark on this collective journey, I want to emphasise the mantra that shaped our efforts in Greater Manchester—“names, not numbers.” This principle should serve as the foundation for our national strategy to combat homelessness. We must remember that every person experiencing homelessness has a name and a story, and it is our responsibility to approach them with dignity and care.

Trust is a vital component of this process. Engaging with faith organisations and community groups will help us foster the connections necessary for effective support. Your contributions are instrumental, and I extend my gratitude to all of you for being here today.

The Economic Imperative

While challenges abound, it is crucial to recognise that addressing homelessness is not only a moral obligation but also an economic necessity. The financial implications of allowing individuals to remain on the streets are significant. The burden on public services, such as emergency healthcare, is unsustainable. Investing in solutions for homelessness ultimately benefits the entire community and public resources.

Should anyone question the affordability of tackling this issue, I urge you to respond that we cannot afford to ignore it. The consequences of inaction are far costlier—not only in financial terms but also in the potential lost opportunities for individuals seeking to reclaim their lives.

A Call to Action

As we move forward, let us seize this moment as a turning point for our nation. We have the capability to demonstrate that the challenges of homelessness can be resolved through compassion and collaboration. It is time to shift the narrative from despair to hope.

Three months ago, I expressed my commitment to placing care for individuals at the heart of government policy. By prioritising the needs of those facing the most significant challenges, we can create a framework that ultimately benefits everyone in society. In Greater Manchester, we adopted a new approach to homelessness that redefined our support mechanisms, allowing us to assist more individuals in need.

Collaborative Solutions

It is imperative that we recognise that no single organisation has all the answers. The complexity of homelessness requires a collaborative effort across various sectors and organisations. Together, we can harness our collective strength to overcome this societal challenge.

I am immensely grateful to each of you for your commitment to this journey. Our collaboration will be the key to success as we strive to demonstrate the power of unity in addressing homelessness. We have the opportunity to ensure that every individual receives an offer of support by the end of this year, and I urge you to join me in making this a reality.

Let us transform this summit into tangible action for our communities. Together, we can instill hope in the hearts of those who need it most, paving the way for change as we enter the new year. This is our shared mission, and I am proud to have you alongside me in this vital endeavour. Thank you all for your dedication.
