Significant Advances in Syria’s Chemical Weapons Programme
Colleagues, it is crucial to acknowledge the strides that Syria has made in dismantling the chemical weapons programme established by the Assad regime. However, as we move forward, it is vital to reflect on the reasons this endeavour holds such significance.
Last month marked the anniversary of the tragic Ghouta attack in 2013, where over 1,400 men, women, and children lost their lives due to the Assad regime’s use of sarin nerve agent against its own citizens. This horrific act not only constituted a severe breach of international law but also stands as one of the most appalling episodes in the Syrian conflict’s history.
The United Kingdom remains committed to supporting initiatives aimed at ensuring accountability and bringing the perpetrators of such atrocities to justice.
Collaborative Efforts with the OPCW
In recent months, Syria has demonstrated further progress in this area. Collaborating closely with the Organisation for the Prohibition of Chemical Weapons (OPCW), the nation has initiated steps to identify and declare legacy munitions and materials. In July, the OPCW Executive Council reinstated Syria’s rights and privileges under the Chemical Weapons Convention, a decision that the UK was proud to co-sponsor, showcasing international confidence in Syria’s renewed cooperation.
This milestone, while significant, marks merely a step in a larger journey. Our commitment to work alongside Syria towards the complete and verified destruction of the remaining chemical weapons from the Assad era, as well as the full compliance with its obligations under the Chemical Weapons Convention, remains steadfast.
Recent Developments and Financial Contributions
We also welcome the recent announcement from the OPCW regarding the verified mechanical destruction of chemical munitions in Syria, the first occurrence of such an event since 2014. The United Kingdom is proud to take a leading role in these crucial efforts.
Since December 2024, we have contributed over $4.7 million to the OPCW Syria Trust Fund and have pledged nearly $9.5 million in additional bilateral funding to facilitate destruction efforts led by Syrian entities. Our commitment extends to the Syrian-led Breath of Freedom Task Force, which plays an essential role in uniting Syria, international partners, and the OPCW to maintain momentum, harness technical expertise, and drive tangible progress in the eradication of chemical weapons from the nation.
Emphasising Accountability Alongside Progress
It is imperative that progress in the destruction of chemical weapons is paralleled by advancements in accountability. The United Kingdom remains devoted to supporting the investigative mechanisms of the OPCW. Those responsible for the chemical weapons attacks perpetrated by the Assad regime must be identified and held accountable for their actions.
The victims and survivors of these heinous attacks, including those affected by the Ghouta incident, deserve truth, justice, and accountability.
Continued Support for Syria’s Journey Forward
President, it is essential to recognise Syria’s progress and uphold continued international support. This progress must culminate in the complete and verified dismantling of the Assad regime’s chemical weapons programme. Additionally, it must be accompanied by a commitment to truth, justice, and accountability for the victims.
There is no place for chemical weapons in Syria, nor anywhere else across the globe.
